- ��������������������������������������������������������������������������� Notice-of-Intent (NOI) ��������������������������������������������������������������������� PANMRA-21-P-0000 005942 The U.S. Army Medical Research and Development Command (USAMRDC) and the U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), intends to issue sole source, firm-fixed priced (FFP) solicitation W81XWH-21-Q-0178 for SCIREQ Inc., flexiVent respiratory mechanics system. The authority for the sole source justification and other than full and open competition procedures will be in accordance with (IAW) FAR 13.106-1(b)(1)(i), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. SCIREQ Inc., flexiVent respiratory mechanics system is an integrated platform that combines a computer-controlled piston ventilator with advance lung modelling capabilities. The USAMRICD has several research projects evaluating inhalation toxicants and treatment efficacy in a small rodent model. The capabilities to measure respiratory quality through this model has provided valuable insight of the respiratory distress injury that develops during inhalation toxicant exposure. The use of the unique flexiVent platform has contributed to this research immensely. The SCIREQ Inc., flexiVent is an integrated platform that combines a computer-controlled piston ventilator with advanced lung modelling capabilities. Ventilation can be paused to apply a pressure or volume waveform, called a perturbation, to the airway opening of the subject. During a perturbation, the flexiVent measures the volume displaced by its piston and the pressure in the cylinder. Utilizing the flexiWare software, the mechanical load presented by the subject can be separated from the ventilator compartment and respiratory mechanics can be calculated based on various models of lung mechanics. Because the flexiVent offers complete control over the experimental conditions, (i.e. the frequency and amplitude of ventilation, inspiratory/expiratory ratio, standardized volume history), the perturbations provide accurate measurements of resistance, compliance and elastance of the overall respiratory system. The flexiVent uses an approach called the forced oscillation technique (FOT) to established mathematical models, such as the constant phase model, to distinguish between central airway resistance and tissue mechanics measurements. Currently USAMRICD has two (2) SCIREQ Inc., flexivent platforms. SCIREQ Inc. is the sole manufacturer and distributor of the flexiVent respiratory mechanics system in the United States The North American Industry Classification System (NAICS) for this requirement is 334516 Analytical Laboratory Instrument Manufacturing and the size standard of 1,000 employees. PSC 6640� laboratory equipment and supplies. This announcement fulfills the synopsis requirements under FAR 5.203(a). Interested concerns must identify their capability in writing (formats for submission: PDF, MS Word, or MS Excel) to Ms. Maribel C. Ayayi, at email: ayi.j.ayayi.civ@mail.mil, no later than (NLT) fifteen (15) days after the publication of this notice 26 July 2021 at 1000 Eastern Standard Time (EST). This NOI announcement for SCIREQ Inc., for flexiVent respiratory mechanics system is not a request for competitive quotations. However, the Government will consider all responses received. After the publication of this NOI PANMRA-21-P-0000 005942, solicitation W81XWH-21-Q-0178 will be posted on or about 10 August 2021. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
