CONTRACTING OFFICE ADDRESS:� Naval Criminal Investigative Service (NCIS) Headquarters (HQ), Acquisitions Division, Code 14B, Russell Knox Building, 27130 Telegraph Road, Quantico, Virginia 22134. INTRODUCTION:This is a SOURCES SOUGHT NOTICE TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. NCIS is seeking potential sources for training and consultation support to NCIS personnel on the Peer Support (PS) Team as well as provide consultation and clinical review on annual and ad hoc basis. CONTRACT/PROGRAM BACKGROUND: The NCIS Peer Support program helps people cope with a wide range of personal and/or work related issues. The rationale for such a program is that individuals who share common conditions or experiences can cope more effectively by discussing their experiences, sharing practical information, and offering moral support to one another. NCIS provides all employees the opportunity to receive emotional and tangible peer support through times of personal or professional crisis and to help anticipate and address potential difficulties. The NCIS Peer Support Program maximizes existing agency resources by providing employees with additional options and tools for dealing with personal problems. Annual training will ensure current Peer Support Responders, Program Coordinator and Assistant Program Coordinator maintain skills and current best practices. Historical: Contract Number:� N63285-18-P-0090 Contract Type: FFP, Purchase Order Incumbent Name and Size: Nicoletti-Flater Professional, LLP; Small Business Method of previous acquisition: 100% SB Set-Aside, competition via NECO. REQUIREMENT DESCRIPTION: This requirement is for approximately 40 hours of training, over five (5) consecutive days for 8 hours a day, for Annual Peer Support at NCIS HQ Quantico, VA, with training materials to be provided in advance. Also, on-going consultation and clinical review of the Peer Support program is needed to enhance and support peer support skills and lead to improved program participant outcomes, as well as increase the professional development. Coaching, consulting, and mentoring to the PS team is also required with availability on a 24-hour, 7-day a week basis via email, telephone, or video conferencing, as applicable. Additionally, consultation in times of critical incidents is needed, which is anticipated to approximate to a 40-hour time period. Place of Performance: The Government will furnish the training facility, which shall be located at the Russell Knox Building at Quantico, VA. Travel will be reimbursable. Period of Performance: The Period of Performance will include a 12-month Base period with up to four (4) 12-month Option periods. SPECIAL CONSIDERATIONS: Personnel Requirements: Doctorate-level licensed psychologist, with a Ph.D. in clinical or counseling psychology. A minimum of 15 years of experience in the field of police and public safety psychology, crisis intervention, trauma recovery and violence prevention. Experience shall include response to law enforcement specific and mass casualty disaster events with peer support teams. An American Board for Professional Psychology for Police and Public Safety certification is required. Experience with development and implementation with peer support teams for law enforcement and government agencies, and have experience with peer support training for law enforcement and government agencies. Additionally, Experience working globally and with individuals in extreme, high-risk, high-stress environments. Security Requirements: Employment eligibility determination for individual identification is required to facilitate installation access at the Russell Knox Building, Quantico, VA. Personnel must be U.S. Citizens. NCIS will assist the contractor in obtaining installation access upon award of contract. Upon award, Contractor(s) must supply employees� personal identifiable information at least five (5) business days prior to arrival for training. INDUSTRY FEEDBACK: The Government is requesting industry feedback, in the hopes that NCIS can properly support a competitive environment. The anticipated North American Industry Classification System Code (NAICS) being considered for this requirement is 611430 � Professional and Management Development Training, with the corresponding small business size standard of $12M.� If an alternative NAICS code is determined appropriate, please provide the code and description in your response. To assist NCIS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this sources sought, vendors are encouraged to provide information regarding plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. Vendors should provide information on how the company's areas of expertise and those of any proposed JV/partners would be combined to meet the specific requirements contained in this posting. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Responses to this sources sought must include the following: Business name and address, Company representative and their business title; Cage Code, DUNS number, Business Size and Classification; A brief capability summary that speaks to the requirement description above detailing company background and experience in providing similar services; preferably for a law enforcement agency/organization. (10-15 page max); Available contract vehicles, if any, that would be available to the Government for the procurement of these services, to include GSA (i.e. FSS, Alliance, etc.), NIH-NITAAC, NASA SEWP, DoD ESI, or any other Government-wide Acquisition Contract (GWAC).
