- This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. The Government has a requirement for the lease, transportation, and erecting of perimeter fencing and concrete barriers with associated accessories including the fence, toolbox, and gates for protection and crowd control at the Hatfield US Courthouse in Portland, OR. Instructions: After reviewing this RFI, interested parties shall submit their response a PDF format by email no later than 12:00 pm, EST, Friday, August 6, 2021 to OSC.PROCUREMENTS@USDOJ.GOV titled �[Company Name] Portland Fencing.� Any company proprietary information must be marked as such. Capability Statements shall not exceed two (2) single-sided 8 � x 11 pages, with one-inch margins, and not exceed 12pt Times New Roman font. Based on the RFI response provided, the Government will be conducting a site visit with respondents. Respondents are urged to inspect the site where services are to be performed and to survey all general and local conditions that may affect the cost of contract performance, to the extent that the information is generally obtainable. In no event shall failure to inspect the site constitute grounds for a claim to an equitable adjustment after award. It is anticipated that a USMS representative will be conducting a site visits approximately the week of August 23, 2021. Respondents are advised that information communicated verbally during a site visit is not considered binding, and verbal information cannot be used as grounds for a claim to an equitable adjustment after award. Respondents shall include the following as part of their submission: 1. INTENT TO ATTEND SITE VISIT: Respondents shall submit their intent on participating in the site visit. 2. BUSINESS INFORMATION: Respondents shall complete Attachment 3 � RFI Response Sheet, including, Business Information, NAICS Code Information, and Existing Government Procurement Profile.
