- The Department of Veterans Affairs, Network Contracting Office 7, Birmingham VA Medical Center located at 700 19th Street South, Birmingham, Alabama 35233 hereby provides a notice of its intent to award a new firm fixed bridge contract to Salvadorini Consulting, LLC. DUNS number 041404422 located at 111 Linden Lane, Lexington, Kentucky, 27292-4864 as a follow-on contract for a 12-foot leased MRI trailer to replace purchase order number 36C24721P1311, with Salvadorini Consulting, LLC. which is for an 8-foot leased MRI trailer. The 8-foot leased MRI trailer does not include an approved designated patient changing areas, nor does it include a viewing workstation enabling access to view imaging results within the trailer. The Radiology service line is looking to establish a new bridge contract with a 12 month period of performance to include 1 additional option year until a permanent 12 foot MRI trailer is purchased through the National Acquisition Center through the High Tech Medical Equipment (HTME) program. The leased trailer shall remain located at the Huntsville VA Community Based Outpatient Clinic (CBOC) located at 500 Markaview Road NW, Huntsville, Alabama 35805. The estimated date of award for this action is September 1, 2021. The Contracting Officer has determined that Siemens Medical Solutions USA, Inc., and their exclusive Service-Disabled Veteran Owned Small Business (SDVOSB) representative, Salvadorini Consulting, LLC. can provide two modalities into one sequence where other SDVOSBs can only provide one, meaning the required services are comprehensive to the need of the facility without duplication the acquisitions by independently soliciting. All equipment must always maintain its current warranty status and remain fully operational for patient testing requirements. The Contracting Officer has determined that changing vendors would cause a significant disruption of service due to need to re-configure systems, test connectivity, and bring new contract personnel onboard. Accordingly, Salvadorini Consulting, LLC. is the only firm capable of providing the leased MRI trailer without undue delays to direct patient care as the new vendor would require significant time and upfront costs relating to background checks, fingerprinting, PIV access and training. These substantial duplications of costs could not be expected to be recovered through competition and would create unacceptable delays in fulfilling its requirements. Furthermore, if this contract were awarded to a new vendor, it would have a negative impact on direct patient care by stopping all MRI services to reestablish all new connections for the new vendor; all patient appointments would be cancelled and resulted for a later date, which would be unacceptable for providing direct patient care to the Veteran. Action is in support of COVID-19. All qualified candidates must be verified in Vendor Information Pages (VIP) to be eligible for award. All qualified candidates must have documentation from Siemens Medical Solutions USA, Inc. documenting they are an authorized reseller and are authorized to access, repair and maintain the leased MRI trailer without any loss of existing warranty coverage. If you have not conducted business with the Department of Veterans Affairs you will be required to complete Vendor/Payment Forms to be entered into the local systems to be eligible for award. All interested parties shall submit clear and concise documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Joseph Locke, joseph.locke@va.gov.
