36C25021Q0962 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Cirrus OCT Machine The Cleveland Department of Veteran Affairs Medical Center, 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 335999 with a small business size standard of 500. Corps Biologics LLC 1493 E. Shores Blvd Gulf Breeze, FL 32563. The Service currently has the Cirrus OCT 5000, and the technology has vastly changed with the newest generation of OCT (Model 6000). The Cirrus OCT 6000 provides higher-quality scans to limit scanning errors that can lead to clinical errors and will also improve the ability to acquire high-definition OCT retinal images on the same device, which will improve clinic efficiency. Zeiss is the preferred manufacturer. The previous system (Cirrus 4000) and current system (Cirrus 5000) that is to be replaced by the requested model needs to be compatible for best transfer of information. This is critical for detecting progression of disease over this period of time for hundreds, possibly thousands of patients already in the system. This piece of equipment also needs to be used by both Optometry and Ophthalmology services. Other persons may identify their interest and capability to respond to this requirement by Wednesday July 28, 2021 at 4PM EST. Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
