Description
This is a pre-solicitation notice for Full an Open Acquisition. �The Smithsonian Institution is notifying its intent to solicit for the remodeling of an existing building for marine and facilities maintenance shop located at Gamboa, Province of Colon, Republic of Panama. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE.� This synopsis is not to be construed as a commitment by the Government nor shall the Government pay for the information resulting from this posting. The procurement is open to all bidders. The North American Industry Classification Code (NAICS) for this procurement is 236220 and the size standard under this code is $39.5 million average annual receipts over the last three years. This announcement is open to all businesses regardless of size or loaction.�� Selection will be made on the lowest technically acceptable; based on cost reasonableness. �The award will be based upon 100% of the effort including base offer plus options.� The Smithsonian has the decision to select the total package (base offer + options) or only the base offer.� The Smithsonian Institution�s obligation under this contract beyond that amount is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.� Award of the project is at the discretion of the Contracting Officer and is contingent on the availability of funding, the estimated value range of this project is of 0.9M to 1.2M within a time frame of 300 calendar day from the Notice to Proceed (NTP). Bonding and Insurance are required for this Project. The successful contractor shall submit a Performance Bond of 50% of the construction cost and a Payment bond: 25% of the construction cost. Additionally, shall furnish CAR Insurance to cover 100% of the Offer and Civil Liability Insurance with a limit of up to 1M of coverage. All bonding and insurances shall be issued in English. Contractor will need to follow all processes and requirements in accordance with the Federal Aquistions Reguation�(FAR) indicated in contract documents (specifications and drawings).� Prime contractor and subcontractors should possess qualifications, specialized experience, and technical competence with construction projects.� The project will require expertise in remodeling/renovation of existing structures which will include structural concrete works, masonry, metal roofs, dry walls, electrical, plumbing, HVAC, security, communications, and fire protection/life safety systems.� Failure to include all project requirements may result in being excluded Capacity of the project team to accomplish the work within specific time constraints. The Company or companies must be legally registered and licensed to operate as a Construction Company in the Republic of Panama. The contractor must have a Location/presence in the Republic of Panama.� This is a Federally Funded Contract and the selected contractor must have a Duns and Bradstreet Number before award and the registration to the System for Award Management�(SAM) is also recommended. Proficiency in the English language to prepare construction documents, required for record and contract purposes and to provide written communication on a day-to-day basis with the Smithsonian Tropical Research Institute and if required with Smithsonian staff in Washington, D.C. in an efficient and accurate way from competition. This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein. The Smithsonian may cancel this RFP without prior notice.
