Description
The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing, McConnell AFB, Kansas, announces the solicitation for Airfield Rubber�Removal and Pavement Markings, solicitation number FA462121R0006. The effort shall include, but not be limited to,�removing and disposing of existing airfield painted markings and runway rubber, and applying reflective and non-reflective paint on runways, overruns, taxiways, shoulders , aprons, etc. as specified in the corresponding statement of work (SOW) and�drawings.�The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract. The magnitude of construction is expected to be between $100,000 and $250,000. The NAICS code for the requirement is 237310, Highway, Street, and Bridge Construction; the Small Business Size Standard is $39.5M. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on https://beta.sam.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 26 July 2021. The solicitation will be a Request for Quote (RFQ) for a firm-fixed price contract. The solicitation will state the basis for award and exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. Potential offerors MUST register at https://www.sam.gov/SAM/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered.�The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the https://beta.sam.gov/ for current wage determination information from the Department of Labor. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR THE RECEIPT OF PROPOSALS. IN THE EVENT THE�GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. Per AFFARS 5352.201-9101: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.�When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.�Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.� (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.�Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.�
