Description
NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Description The Naval Sea Systems Command intends to solicit The Boeing Company (Boeing), 14441 Astronautics Lane, Huntington Beach, CA 92647-2080, for the procurement of an Extra Large Unmanned Undersea Vehicle (XLUUV) Test Asset System under contract N00024-17-C-6307. The anticipated award date is December 2021. The scope of the requirement includes the fabrication and delivery of a single XLUUV Test Asset System comprised of a single XLUUV vehicle and support element in the Test Asset configuration.� Additionally, this requirement includes an option to upgrade the initial Test Asset to a configuration similar to the five (5) XLUUV systems and support elements under production. Finally, this action will potentially include a payload capability upgrade for the baseline XLUUV system. As the original equipment manufacturer (OEM) of the XLUUV system, Boeing is the only known source capable of providing the required test vehicle system to the Navy in the time period required to support program testing requirements. The statutory authority for this procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source, and no other types of supplies or services will satisfy agency requirements. Firms interested in subcontracting opportunities should contact Boeing directly. Per FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
