- Notice Type: Special Notice of Intent to Sole Source The Department of Veteran Affairs (VA) Network Contracting Office 8 intends to award a sole source firm-fixed price contract for a Siemens Desigo BAS Upgrade to Siemens Industry Inc, 1000 Deerfield Parkway Grove, IL 60089-4547. The North American Industry Classification System code for this acquisition is 541512 Computer Systems Services. Place of Performance: Department of Veterans Affairs Malcom Randall VA Healthcare System Lake City VA Medical Center 619 S. Marion Ave Lake City, FL 32025-5808 Purpose and Objectives: The Lake City VA Medical Center has a critical requirement to upgrade the existing Siemens Insight Software which was been placed into the Siemens retirement plan over seven years ago and is no longer available or supported and upgrades are no longer available. The current Siemens Insight system consists of approximately 507 graphics with over 3,302 points and 528 field mounted devices. This system must be migrated to the new Siemens Desigo CC software which will be located on a new virtual server. The Siemens BAS has its own isolated local VA network. This notice of intent is NOT a request for competitive quotes. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government. via e-mail to Scott Brickey, Contract Specialist, scott.brickey@va.gov no later than 4:30 PM ET on July 29, 2021. A determination by the Government Not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. The Government will not pay for any information submitted from this notice. This notice of intent shall Not be construed as an obligation on the part of the Government to acquire any products or services. The anticipated award date is August 2, 2021. A justification for other than full and open competition is prepared in support of this acquisition.
