Notice of Intent to Award a Sole Source Requirement to Walter R. McDonald & Associates, Inc. � 1.0������ Action U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Children�s Bureau (CB), Office on Child Abuse and Neglect (OCAN) is issuing a Notice of Intent to issue a sole source award to Walter R. McDonald & Associates, Inc. (WRMA) for technical assistance for the National Child Abuse and Neglect Database System (NCANDS). 2.0������ Background WRMA has been providing implementation, development, and technical assistance for NCANDS since September 28, 2018, under NAICS code 541611 � Administrative Management and General Management Consulting Services.� The original contract was publicized to all businesses on the Program Support Center IDIQ, awarded competitively, and all potential bidders were given a fair opportunity to be considered.� Since winning this competitive effort WRMA has provided support and technical assistance to eligibility and benefits adoption federal assistance program under Social Security Act Title IV Part E (IV-E) agencies across the United States.� This has allowed WRMA to gain institutional knowledge and develop highly specialized and specific expertise related to NCANDS data collection and analysis.� Additionally, WRMA's staff possess the appropriate policy context and specific technical needs required to effectively execute these requirements, a skill acquired through their current support on the existing task order.� This honed expertise has proven essential to achieving the overall goals of the task order and to producing high-quality end products to include the Child Maltreatment report series.� The current contract ends on 9/27/21. 3.0������ Purpose The intent of this sole source award is to request for the incumbent to provide follow-on services to the existing contract while the competitive acquisition is being developed.� The anticipated period of performance will be a three-months base period with three one-month options that will be exercised as needed with anticipated award date of September 28, 2021.� 4.0������ Scope The incumbent will be required to provide implementation, development, and technical assistance services for NCANDS.� 5.0������ Authority This Notice is issued under the authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.� NCANDS is critical to the mission of the CB OCAN by supporting the requirements of CAPTA Reauthorization Act of 2010 (P.L. 111-320), which provides federal funding to states in support of prevention, assessment, investigation, prosecution, and treatment activities, and also provides grants to public agencies and nonprofit organizations for demonstration programs and projects. Due to the time period determined to be necessary for execution of a full and open competition, a sole source bridge contract is required to avoid disruption in services.� The NCANDS is mandated by federal legislation, and therefore any disruption in services would result in noncompliance with legislatively mandated requirements. �The incumbent is the only contractor who is capable of providing continuous support while the contract is being re-competed.� 6.0������ Actions Taken to Increase Future Competition The sole source award will be for the bridge contract only to ensure no lapse in services during the competition.� Market research has been conducted and identified that commercial services are available to satisfy this requirement.� The new contract award will be made competitively utilizing procedures of FAR Subpart 8.405-2(c)(3)(iii)(A).� 7.0������ Responding to Notice Parties interested in this announcement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above.� Response(s) will be via email: include company�s name, point of contact, address, phone number, DUNS number, Tax ID, business size, and solicitation number.� Responses may be emailed to Tiffany.Burroughs@acf.hhs.gov �
