REQUEST FOR INFORMATION Defense Information Systems Agency is seeking information from industry to assist with the development and planning of a potential new requirement for Network Systems Division (NSD) Network Support Services THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. Overview/Purpose/ Description of Procurement The Executive Network Command (ENC) requires enterprise network services to support a broad user base across multiple Government agencies and a variety of missions. The primary focus of this contract is to support the core network infrastructure utilized by approximately 10,000 users. The mission is considered �no fail� whereby the network is expected to support users across the country and around the world 24 hours a day, 7 days a week, and 365 days per year. Specifically, the Network Systems Division (NSD) provides, operates, and maintains the core Internet Protocol (IP) based networks, Information Technology (IT) hardware and IT software. These networks include mobility network, Non-secure voice network, Wide Area Network (WAN), Local Area Network (LAN) and Radio over IP (RoIP) network.� NSD continues to grow in size, scope, mission, and complexity with the responsibility for IT Tier I-III support in leading, planning, projecting, developing, designing, monitoring, analyzing, provisioning, installing, testing, troubleshooting, evaluating, accepting, documenting, and modernizing the current network. NSD is a hybrid workforce comprised of Contractors, Government Civilians and Military members. �Scope of Effort Contracted support is intended to provide a high level of expertise in all areas. The scope of this contract is to provide network systems support to Network Systems Division (NSD) and the following areas: NSD Headquarters (HQ) Support, Network Architecture Branch (NAB) Support, NSD Engineering Section Support, Network Operations Support Center (NOSC) Support, Network Infrastructure Support, Hub Maintenance (HM) Support and Key Personnel. Technical Characteristics The purpose of this requirement is to integrate all network systems and infrastructure engineering services in direct support of the Government. The contractor shall provide a full range of Tier I � III enterprise network engineering, architecture, server administration, IT project management and technical writing. The contractor shall support the Government in all aspects of network engineering inclusive of designing, planning, implementing, management, process development, analysis of emerging technologies, development/ maintenance of network diagrams, evaluation of product offerings and strategic network planning activities. The contractor shall use well-defined IT and engineering best practices to plan, design and implement best technical solutions to ensure NSD can meet the technical requirements for our customers. This contract will require integrated network systems and engineering services to meet the Agency�s mission of providing premier enterprise services that are available worldwide 24 hours a day, 7 days a week, and 365 days per year. The contractor shall provide on-call support. Average weekly call frequency, while in an �on-call� status, is 10 calls across all task areas requiring approximately 1-2 hours of work per call. In most cases, �on call� work can be supported remotely utilizing Virtual Private Network (VPN) enabled Government provided assets. Requested Information - Interested parties are encouraged to submit: Estimated Labor Categories and FTEs for PWS Task Areas 1-7. Contract vehicles that encompass all of the tasks in the PWS. Perception/Analysis of labor market conditions, potential resource availability constraints for Task Areas 1-7 (e.g. post-pandemic labor market in the D.C. Metro Area), and any recommended mitigation strategies. � Interested parties are not required to submit the items listed above. At a minimum, interested parties should include a capability statement, relevant past performance, federal cage code, primary NAICS codes, socio-economic category, Facility Clearance Level (this requirement will require a Final TS FCL), and point of contact. The Government will assess this market information to ascertain potential market capacity to: Provide services consistent, in scope and scale, with those described in this RFI and accompanying draft PWS. Apply the full range of engineering support. Implement a successful project management plan that includes: meeting and tracking performance; hiring and retention of key personnel and risk mitigation. � Response Guidelines: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 10 pages, single spaced, 12-point type with at least one-inch margins on 8 1/2� X 11� page size.� The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response.� Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI.� Oral communications are not permissible.� Sam.gov will be the sole repository for all information related to this RFI. � Companies who wish to respond to this RFI should send responses via email no later than 2359 hours EST 28 July 2021 to Contract Specialist, Tina Wills at tina.l.wills.civ@mail.mil. � INDUSTRY DISCUSSIONS: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to Contract Specialist, Tina Wills at tina.l.wills.civ@mail.mil.� Verbal questions will NOT be accepted.� Answers to questions will be posted to SAM.gov. The Government does not guarantee that questions received after 16 July 2021 at 2359 (EST) will be answered. The Government will not reimburse companies for any costs associated with the submissions of their responses. � Disclaimer: This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government.� FAR clause 52.215-3, �Request for Information or Solicitation for Planning Purposes�, is incorporated by reference in this RFI.� The Government does not intend to pay for information received in response to this RFI.� Responders to this invitation are solely responsible for all expenses associated with responding to this RFI.� This RFI will be the basis for collecting information on capabilities available.� This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received in this RFI that is marked �Proprietary� will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed.� In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. � � �
