Description

DIA seeks to award a non-personal services sole source contract to provide Enterprise Systems Engineering and Technical Assistance (SETA) Consultant Acquisition Support. The (SETA) single entity Consultant Support proposed here, separate from all other DIA contracts providing finance and acquisition support, allows an opportunity to provide objective, reliable Consultant support. This single Full-Time-Equivalent support is without compromise in its ability to perform independently, and in accordance with FAR Subpart 9.5, �Organizational and Consultant Conflicts of Interest�. This contract will have a period of performance of a base year and two option periods. The ceiling for this sole source contract is being established at $1.1M. It is anticipated that the actual expenditures if the full 12 months were executed would be approximately $365K. This contract is intended to be awarded within FY21. Due to the sensitive nature of the scope, and in respect to potential contractual conflict of interest, this contractor Consultant must not: � Have any active/current contracts at DIA � Have no intent on bidding on DIA contract for two years post period of performance (5 years total) DIA is seeking SETA acquisition strategic technical consultant support to provide ongoing tactical and methodological review, data analysis, and process improvement implementation of its current acquisition tools and strategies. DIA anticipates needing senior expertise in acquisition, strategic planning, and both industry and government program management methodologies, and approaches. This consultant must be knowledgeable of DIA�s current program management infrastructure, strategic plan, and financial business systems. This contractor must have the ability to develop DIA Specific policy, governance that integrates with current Acquisition Strategic Planning documents and recommend any improvements to the data collection process and prioritizing hallmarks of success. This Consultant must also have an active Top-Secret clearance with SCI, and CI polygraph prior to award. This notice of intent is not a request for competitive proposals; however, any proposal received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, which may occur after the execution of this sole source contract. The Government shall not exercise any supervision or control over the service providers performing the services herein. The Government�s standard use rights for this acquisition is limited/restricted, pursuant to FAR 52.227.14, and DFARS 252.227-7013 and 252.227-7014. Therein, supporting documentation for this acquisition will be government-only and cannot be requested by industry.
