- Description
- The Government requires the implementation of a remote proctoring service in order to facilitate the administration of written knowledge exams offered by OFM.� The written knowledge exam is a prerequisite for the issuance of a Department of State driver�s license for certain members of the foreign mission community.� The goal of this proctoring service is to provide the foreign mission community a convenient and efficient way to obtain the written knowledge exam so that foreign mission members may obtain their Department of State driver�s license. The contractor will provide all personnel, resources and supplies necessary to complete the development, deployment, and maintenance of a remote proctoring service for use by foreign mission members from personal computer devices.� The contractor is required to maintain the written knowledge examinations provided by OFM, provide a web-based platform to administer the examination, monitor the examination in real time, and provide the proctor�s observations and test results to OFM.� Test results should also be provided to the examinee.� The contractor shall retain results of the examination for one year from the date of testing for each applicant.� **See SOO for more detailed description. The Government assumes no responsibility of any costs incurred as it relates to the Request for Proposal (RFP). All inquiries or questions should be submitted via email, goudyfd@state.gov.��Telephone inquiries will not be entertained, accepted or acknowledged. Interested parties who consider themselves qualified to perform the services as identified in the PWS are invited to submit responses to this RFQ via email to Felicia Goudy at goudyfd@state.gov , by July 19, 2021, 3:00pm, EST. (a)� Technical responses should be concise and not exceed 25 pages excluding cover page and table of contents. The cost/price response should be concise, although no page limitation is established, and shall be provided in a separate file from the technical response. (b)� Font should be Times New Roman size 12. Graphics may use Times New Roman size 10 or larger. (c)�� The Technical response shall include NO pricing information. (d)�� The Cost/Price response shall include NO technical approach narrative. (e)�� The Technical Volume should include the following: Attachment to PWS - solicitation questions either addressed in the solicitation or separately. (f)��� The Cost Volume should be organized as follows: (1)� Completed Attachment B Pricing Table.� Information for the base year and each option year shall be completed. (2)�� Labor categories and staffing plan is based on the vendor's submission of the proper personnel mix to perform in accordance with the Statement of Work. (g)�� Offers shall submit quotes by E-MAIL ONLY. No paper responses or FAX responses will be accepted. Quote shall be submitted by E-Mail to Felicia Goudy, Contracting Officer, at GoudyFD@state.gov so that it is received at that electronic address no later than the date and time specified in box 8 of the SF 1449 (cover page to this solicitation). Offerors shall not submit any quotes or other communication regarding this solicitation to any Department of State personnel other than Mrs. Goudy.
