- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PANMCC21P018494 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $15.00M. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-08-05 12:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: Base Period of Performance: 09/01/2021 - 08/31/2022 LI 001: Contractor shall perform tank inspection and re-certification services at Six (6) JBLM Facilities (BLDGs J00545; 2407; 6038; 9040; 9052; 11566) in compliance with WAC 173-360A. TASKS SPECIFIED IN SECTION 5.1 OF PWS, 6, EA; LI 002: Contractor shall perform Puget Sound Clean Air Act (PSCAA) Regulation II Section 2.07 Vapor Recovery System Compliance Testing for (6) JBLM Facilities (BLDGs J00545; 2407; 3155; 6038; 9052; 11566). TASKS SPECIFIED IN SECTION 5.2 OF PWS, 12, EA; LI 003: Contractor shall assist during annual regulatory inspection of USTs by Washington State Department of Ecology. The Contractor shall perform annual inspection of USTs 1 week prior to the Washington State Department of Ecology annual regulatory inspection., 6, EA; LI 004: At the following (6) JBLM Facilities (BLDGs J00545; 2407; 3155; 6038; 9052; 11566): Contractor shall perform a tightness test on the containment sump for IAW WAC 173-360A-450 TASKS SPECIFIED IN SECTIONS 5.1.7 and 5.1.7.1 OF PWS, Contractor shall perform a tightness test on spill prevention equipment IAW WAC 173-360A-460 TASKS SPECIFIED IN SECTIONS 5.1.8 AND 5.1.8.1.1, and the Contractor shall inspect functionality of overfill prevention equipment IAW WAC 173-360A-0480 TASKS SPECIFIED IN SECTIONS 5.1.9 AND 5.1.9.1.1., 6, EA; Option 1 Period of Performance: 09/01/2022 - 08/31/2023 LI 001: Contractor shall perform tank inspection and re-certification services at Six (6) JBLM Facilities (BLDGs J00545; 2407; 6038; 9040; 9052; 11566) in compliance with WAC 173-360A. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com.
