- Description
- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to HR Wallingford Limited., Howbery Park, Benson Lane, Wallingford, Oxfordshire OX10-8BA.� The procurement requires HR Wallingford to provide ship simulator software in order to complete navigational computations as they relate to ships or vessels in various scenarios.� Specific requirements include the following: Provide a software system that provides the following suite package fully supporting the following capabilities: � The ability to visualize vessel motion in virtual reality using the Unity 3D engine � The ability to input gridded output of significant wave heights, periods and direction. This can be�applied to a typical spectra or� used to determine the 3DOF vessel response and tug degradation � The ability to input gridded time series of water surface elevations or Fourier components that can be�generated from a range of models to drive 6DOF vessel response � The ability to store wave heights at arbitrary locations around the simulated vessel � The ability to store buoyancy forces for the simulated vessel � Improved methods of optimizing vessel response to buoyancy forces in real time, particularly for�multiple component seas and wave reflections, and sheltering from other vessels � The graphical rendering of steep nonlinear waves and vessel response (extreme waves and nearshore�breaking waves / surf zone) � Improved interaction with numerical current models � Modelling of ship to ship interaction effects � Integration of more sophisticated wind models to better define the wind field acting on a vessel�(including the effects of terrain and other vessels) and the response of that vessel to a non-uniform wind�field � Improved line dynamics including interaction with the vessel hull � Improved simulation of ship to ship effects and bed contact simulation (e.g. controlled grounding in the�surf zone). Following date of award the vendor will provide access to the vendor ship navigation simulation software electronically and for a period not to exceed one year. This Presolicitation Notice is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210, Software Publishers, with a Small Business Size Standard of $41.5M. All sources eligible to provide this supply must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within five (5) calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
