Description
Durham VA Health Care Systems CATV Analog to Digital Conversion, Fiber Optic Distribution, and Upgrade OVERVIEW Durham Veterans Affairs Health Care System located at 508 Fulton Street Durham, North Carolina 27705 has the need to update Veteran patients in Community Living Center (CLC), first and second floor that must share one Nurse Call Television (NCTV) between two patients. The Cable Antenna Television System (CATV) is an outdated Analog Infrastructure Cable System that must be replaced and upgraded to digital format to be able to continue providing television programming to patients/visitors. In the F-Wing, there are TV taps above ceiling that are very hard to access with outdated RG-59 cabling and rusted F-connectors. Several areas have NCTVs, waiting rooms TVs, and sleep rooms TVs that are past their life expectancy and/or are analog TVs that shall be replaced to received new digital format signal. SCOPE OF WORK COMMUNITY LIVING CENTER(CLC) S.O.W. Installation of a new CATV distribution system to each private and semi-private patient room CLC-1, CLC-2, and to six common rooms. This distribution system will include new CATV amplifiers, directional couplers, splitters, CATV outlets, CATV cables, Nurse Call Cables, Digital Pillow Speakers, connectors, and cable management hardware. Contractor will provide materials and service labor for the installation of Single-gang, AC duplex outlet/receptacle per semi-private patient room in CLC. Contractor will also provide and install single-gang back box with conduit/flex stub-out above ceiling, adjacent to single-gang, AC duplex outlet/receptacle per semi-private patient room in CLC. 1A) CLC1 Specific Details: For 22-double rooms an Electrical Contractor will provide material and service labor for the installation of single-gang, back box with flex conduit ran to existing above ceiling Nurse Call box for RG6 cabling. Install conduit from above ceiling Nurse Call box to interior wall for hallway stub-out as a RG6 cable pathway. Electrical Contractor shall provide material and service labor for the installation of one single-gang AC duplex outlet with flex conduit to existing TV AC power. For 4-single rooms an Electrical Contractor shall provide material and service labor for the installation of conduit from above ceiling Nurse Call box to interior wall for hallway stub-out as a RG6 pathway. All RG6 cable runs will originate from N1038 or N1032 and run to each NCTV. Install CATV broadband amplifier via fiber optic runs from NG031 in rooms N1038 and N1032 for RG6 connection signal. Balance and align RF signal parameters to amplifier input. Contractor shall install 48-32in LG Healthcare grade Smart TVs and PERRLESS TV mounts in all patient rooms and 2-NCTVs in double patient rooms. VA to provide NCTV to nurse call patient station wire for vendor installation. VA will terminate wire at Rauland patient station. Double Room Locations; N1037, N1040, N1041, N1044, N1046, N1050, N1052, N1053, N1056, N1057, N1058, N1062, N1076, N1077, N1081, N1082, N1083, N1084, N1087, N1088, N1090, and N1094 Single Room Locations; N1045, N1049, N1068, and N1072 Six Common Rooms. 1B) CLC-2 Specific Details: For 25-double rooms an Electrical Contractor shall provide material and service labor for the installation of single-gang, back box with flex conduit ran to existing above ceiling Nurse Call box for RG6 cabling. Install conduit from above ceiling Nurse Call box to interior wall for hallway stub-out as a RG6 pathway. Electrical Contractor shall provide material and service labor for the installation of one single-gang AC duplex outlet with flex conduit to existing TV AC power. For 6- single rooms an Electrical Contractor shall provide material and service labor for the installation of conduit from above ceiling Nurse Call box to interior wall for hallway stub-out as a RG6 pathway. All RG6 cable runs shall originate from N2032 and N2038 and run to each NCTV. Install/Connect CATV broadband amplifier via fiber optic runs from NG031 in rooms N2032 and N2038 for RG6 signal connection. Balance and align RF signal parameters to amplifier input. Contractor shall install 56-32in LG Healthcare grade Smart TVs and PERRLESS TV mounts in all patient rooms and 2-NCTVs in double patient rooms. VA to provide NCTV to nurse call patient station wire for vendor installation. VA will terminate wire at Rauland patient station. Double Room Locations; N2037, N2040, N2041, N2044, N2046, N2050, N2052, N2053, N2056, N2057, N2058, N2059, N2062, N2063, N2076, N2077, N2078, N2081, N2082, N2083, N2087, N2088, N2089, N2090, AND N2094. Single Room Locations; N2045, N2049, N2066, N2071, N2072, and N2073. HEADEND, FIBER OPTIC CABLING, and RECIEVER NODES S.O.W. Design, build and install a new CATV Headend rack system with new digital components, transcoders, and processors for converting 14-In-house analog TV channels to clear QAM digital format, with a new CATV fiber optic transport system for digital television distribution within Building 1 and Building 23. Installation of a new Fiber Optic CATV transport system with a single optical transmitter installed in the Headend Room NG031 and 17-Optical receiver nodes installed at new and existing CATV Distribution Hubs within the Durham VA Medical Center. At each dedicated CATV hub, the optical receiver will convert the optical signal from the Headend to RF signals for connection to the existing CATV hub distribution components and coaxial cable drop system. 2A) HEAD-END Specific Details: Install 1-new digital headend rack. Connect 17 single-mode fiber optic cables to the 1x24 fiber coupler in digital component rack. The Headend shall maintain its MFC 78/79 brick-wall filter for combining the (14) In-house channels with the (Spectrum) cable provider s digital channels available within the 48-750MHz bandwidth range for digital signal transmission over the new CATV fiber transport system. Perform final test, balance, and alignment of cable provider s digital signal for output to the combiner. Perform final test, balance, and alignment of in-house channels for output to the combiner. Connect all channels to the master combiner. Balance and align RF output of master combiner to fiber optic transmitter. Launch combined digital signals from fiber optic transmitter out to the fiber optic receiver nodes. Program and test uninterrupted back-up power supply. All new system electronic components, such as processors, transmitters, receivers and amplifiers and all new system passive components, such as combiners, taps and splitters shall be of the following manufacturers: Blonder Tongue Labs, Olson Technology, TMC Labs & , D- Link Corp. 2B) FIBER OPTIC CABLING and RECEIVER NODES Specific Details: 2-Core-Drilling requirements have been identified for effective installation and pulling of the fiber optic cable. Room locations are N1032 and N2032 in Building 23. Core-drilled hole shall be at least 3 inches in diameter. Floor shall be X-Rayed before drilling. At each dedicated CATV hub, the optical receiver will convert the optical signal from the Headend to RF signals for connection to the existing CATV hub distribution components and coaxial cable drop system. There are to be 17-Optical Receiver Nodes with 3 of them being a New Locations . The 3 New Locations will require enclosure cabinet(s) and conduit to the hallway(stub-out). VA is to assist with any 120VAC power requirement to the 3-New CATV HUBs enclosure. Vendor will provide RG6 jumper cable connection to new CATV HUBs. For CATV HUB 11-F2102 Interstitial Space and CATV HUB 17-FG137 the RG6 cabling will be covered under Section 3 SOW (F-Wing Ceiling Taps SOW). CATV HUB 16-C1026B will require one RG6 cable (approx. 65ft length) to connect to panel located in D1008. Optical Receiver Node locations listed below: CATV HUB 1-Room F1431 CATV HUB 2-Room A1026 CATV HUB 3-S5(Service Elevator) 2nd Floor Hall Cabinet CATV HUB 4-S5(Service Elevator) 3rd Floor Hall Cabinet CATV HUB 5-S5(Service Elevator) 4th Floor Hall Cabinet CATV HUB 6-Room A4029 CATV HUB 7-S5(Service Elevator) 5th Floor Hall Cabinet CATV HUB 8-S5(Service Elevator) 6th Floor Hall Cabinet CATV HUB 9-S5(Service Elevator) 7th Floor Hall Cabinet CATV HUB 10-S5(Service Elevator) 8th Floor Hall Cabinet (New)CATV HUB 11-F2102 Interstitial Space CATV HUB 12-Room N1032 CATV HUB 13-Room N1038 CATV HUB 14-Room N2032 CATV HUB 15-Room N2038 (New)CATV HUB 16-C1026B (New)CATV HUB 17-FG137 New CATV HUBS and F-Wing Ceiling Taps S.O.W. For the New CATV HUB 11-F2102 Interstitial Space the following TV locations shall require a new RG6 cable ran to them, terminated, and connected: (7 in F-Wing 1st Floor) F1222, F1226, F1180, F1255, F1120, F1107, and F1115. (3 in F-Wing 3rd Floor) F3199, F3222, and F3143. For the New CATV HUB 17-FG137 the following TV locations will require a new RG6 cable ran to them, terminated, and connected: FG164A, FG216, FG222, FG234, FG344, FG137, FG133A, FG142, and FG160. 3A) New CATV HUBS and F-Wing Ceiling Taps Specific Details: See Attachment A, Attachment B, and Attachment C for drawing locations of TVs, Optic Receiver Node, and 1-Floor Core-Drill requirement. Core-drilled hole must be at least 2 inches in diameter. Floor must be X-Rayed before drilling. End-Of-Life Replacement Televisions S.O.W. A total of 19-32in LG Healthcare grade Smart TVs and 20-43in LG digital televisions with wall mounts and coaxial cable homeruns will be installed in locations specified by the Electronics Shop at various times during all phases of the contract. These locations are assumed to have existing CATV cabling and outlet receptacles. These locations are assumed to have existing wall mounts that will be removed to allow installation of new digital television and new wall mount. All TV will be delivered to the Electronics Shop (BG004) for proper turn-in/disposal. 4A) End-Of-Life Replacement Televisions Specific Details: The 19-32in LG Healthcare grade Smart TVs with PEERLESS SA740P wall mounts are to be installed at the following locations: B10001E, B10011, B10009, B10001D, B10005, B3016, B3020, and the remaining 12-B3038(Dialysis Area). The 43in LG waiting room televisions are to be installed in the following locations: FG234, FG216, FG164A, FG126, FG133A, FG344, BG000, F1180, F1107, F1138, C1026, D1005, D3003A, B4002, D5011, A8006, and B10002. The last 3-43in LG TVs are without wall mounts and will be retained as Ready Service Spares . All MATV & CATV Components: All new system electronic components, such as processors, transmitters, receivers and amplifiers and all new system passive components, such as combiners, taps and splitters shall be of the following manufacturers: Blonder Tongue Laboratories, Olson Technology, TMC Labs and , D-Link Corp. Equipment must be compatible. All Premises: Where possible, all cabling shall use existing conduit sleeves and /or cable pathways. All penetrations shall be sealed with approved firestop materials. At least one (01) medical center provided single-gang AC receptacle outlet shall be needed to power the optical receiver node in each of the CATV primary hub cabinet/closet. Any additional AC power requirements which are not readily available will be made known to Durham VAHCS for correcting. NG-031 & CATV Hubs: The medical center will provide adequate floor space to house both new and existing headend equipment racks. The medical center will provide if necessary, cooling/ ventilation system to this room for adequate climate control to protect all headend electronic equipment. General Requirements The vendor s employees shall not enter the work site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. Competent, experienced, licensed, or certified workers shall perform crafts requiring specialized skills. Work shall be performed to minimize disruption to the operations of the medical center. Working hours (normal or outside normal) shall be determine on a door by door basis. Normal working hours shall be 8:00 AM to 4:00 PM, Monday through Friday Federal Holidays or any other Holiday designated by the President of the United States excluded. For working outside the normal working hours as defined in this contract, the vendor shall give 3-day notice to the Contracting Officer so that arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. No photography of VA premises is allowed without written permission of the Contracting Officer. Execute work to interfere as little as possible with normal functioning of Medical Center including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. All work interfering with Medical/Clinical procedures, utility services, and such are to be completed outside Normal Hours Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied jointly by patients or medical personnel, and Contractor s personnel, except as permitted by COR where required by limited working space. No utility service such as water, gas, steam sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Medical Center Director s prior knowledge and written approval. The vendor shall submit a request to interrupt any such services to COR, in writing, 48 hours in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption. VA reserves the right to have work cease or shut down any work in progress and order the vendor s employees off the premises in the event of a national emergency. The vendor may return to the site only with the written approval of the Contracting Officer (CO). The Durham Medical Center also reserves the right to have work cease when required by operational necessity or a safety situation. They will immediately inform the CO of any such action. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police, and other emergency response forces in accordance with NFPA 241. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with COR. Obtain permits from facility Safety Manager at least 24 hours in advance. All Buildings will be occupied during performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the installation period. The contractor shall maintain neat and orderly work areas and shall clean area of debris and rubbish daily and dispose of waste materials offsite per hospital policies. The contractor shall provide a dumpster if it is determined to be necessary and shall work with the COR in advance for a spot-on site to establish the dumpster. Establish and maintain a dust control program as part of the vendor s infection preventive measures in accordance with the guidelines provided as specified here. Prior to start of work, prepare a plan detailing project-specific dust protection measures, including periodic status reports and submit to COR for review a minimum of two weeks prior to the start of work at each site. All personnel involved in the installation or renovation activity shall be educated and trained in infection prevention measures established by the medical center. In general, the following preventive measures shall be adopted during installation of new equipment to keep down dust and prevent mold. Dampen debris to keep down dust and provide temporary construction partitions in existing structures where directed by COR. Blank off ducts and diffusers to prevent circulation of dust into occupied areas during construction. Do not perform dust producing tasks within occupied areas without the approval of the COR. Provide dust proof one-hour fire-rated temporary drywall barriers to separate installation work that may result in dust generation from the operational areas of the hospital to contain dirt debris and dust. Barriers shall be sealed and made presentable on hospital occupied side. Install a self-closing rated door in a metal frame, commensurate with the partition, to allow worker access. Maintain negative air always. A fire-retardant polystyrene, 6-mil thick or greater plastic barrier needing local fire codes may be used where dust control is the only hazard, and an agreement is reached with the COR and Medical Center. All work shall be performed in full accordance with applicable local and Federal regulations. All equipment and installation shall conform to the recommendations of ASHREA, National Fire Protection Association (NFPA), plumbing and mechanical codes, and National Electrical Code (NEC). No departures from specification requirements will be permitted without written approval. The Supplier shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety. All equipment and procedures shall conform to OSHA, NEMA, and ANSI Standards and conform to the Standard Building Code and the Standard Mechanical Code. All installations for the Durham VAMC shall conform to VARR and FAR standards. Contractor shall adhere to 01 00 00, 01 35 26, and 01 45 00. The contractor shall provide all labor and materials necessary for any site work including but not limited to electrical conduit with pull strings, back boxes, raceways, core drilling, concrete patching, and painting. Minimum of ¾ conduit shall be approved to be used for installation. All new cabling and wiring shall be pulled in conduit. New work shall be installed and connected to existing work nearly, safely, and professionally. Disturbed or damaged work shall be replaced or repaired to its prior conditions. All items furnished shall be free from defects that would adversely affect the performance, maintainability and appearance of individual components and overall assembly. Where the Government determines that the vendor has installed equipment not conveniently accessible for operation and maintenance, equipment shall be removed, and reinstalled or remedial action performed as directed at no additional cost to the Government. The contractor will not be allotted any parking permits for onsite parking. On-site parking is very limited and not guaranteed by the VA. The contractor shall request temporary construction badges from the COR. The superintendent shall issue these badges daily to each worker and record each badge number and employee in a daily log. These badges must be returned prior to project close-out. All contractors shall wear badges so that the badges are easily viewed always while on-site. Contractor shall notify the COR immediately of any lost badges. The contractor shall provide all software, access keys or codes, or any external devices that may be required for the operation, calibration, or repair of the equipment purchased. All Fire/Smoke barrier penetrations shall be sealed per NFPA at the end of each workday.
