- New Bedford Hurricane Barrier Dewatering Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the Dewatering project at the New Bedford Hurricane Barrier, located in New Bedford, MA.� The NAICS code for the work described below is 237990 (Size Standard $39.5 Million). The project is planned to be issued in April 2021 and will be set aside for Small Businesses.� The construction will extend over a six-month period occurring in the winter and spring of 2021-2022.� �The estimated magnitude of this project is between $1,000,000 and $5,000,000.� Any responsible source meeting this standard may submit a bid to be considered by the New England District. � This project has the following major components. Dewatering of each sector gate (one at a time) by placing government furnished bulkheads and pumping out the water within the gate pockets. Placing bulkheads involves transferring the 9ft x 11ft steel bulkheads from the dike adjacent to the west sector gate onto a barge, moving the barge to the sector gate, and lowering the bulkheads into place via barge mounted crane.� Jacking the sector gates and replacing the wheels that the gates rest on Removal of accumulated sediment inside the gate pocket Painting of one horizontal truss on each gate Painting of the water line area of the skin plate Please note that this solicitation is set aside for certified small businesses.� This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available in or about April 2021. �Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. �The solicitation will only be available online; in order to download the solicitation offerors must access the beta.sam.gov website. �All responsible sources may submit a bid which shall be considered by the New England District.� Additional questions may be emailed to the Contract Specialist at Sara.J.Torres@usace.army.mil.
