Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes referencing RFQ 36C24620Q1037. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- 2021-06 dated 07/12/2021. Any amendments issued to this solicitation will ONLY be available on the Contract Opportunities website (beta.SAM.gov). The Network Contracting Office (NCO) 6 Regional Procurement Office (RPO) EAST intends to award a firm-fixed price contract for the Brand-Name Abby System to Salem VA Medical Center in Salem, VA 24153. The North American Industrial Classification System (NAICS) code for this procurement is 334516 with a business size standard of 1000 Employees. This procurement is Unrestricted, Full and Open award to and for all eligible offerors may submit quotes. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. All questions pertaining to this RFQ, are due by 10:00AM EST on Thursday, July 29, 2021; and must be submitted via emailed to ruth.morris@va.gov. The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the lowest price technically acceptable for the government. Quotes are due by 10:00AM EST on Monday, August 02, 2021. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. DEPARTMENT OF VETERANS AFFAIRS Justification for Brand Name IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-21-AP-3933 Contracting Activity: Department of Veterans Affairs, VISN 06, Salem VA Medical Center, 1970 Roanoke Blvd, Salem VA 24153 Purchase Request Number: 658-21-3-9090-0536 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Abby System is a chemiluminescence western protein analyzer that automates the protein separation and provide immunodetection results of 24 samples in 3 hours. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Salem VA Medical Center Research and Development (R&D) Department have a requirement to procure the Abby System. This is a service in support of an ongoing Research & Development effort. IAW 41 U.S. Code § 3304(a)(3) - Use of noncompetitive procedures regarding Research and Development requirements and FAR Part 6.302-3(2)(ii). This award focuses on the role of heme: Heme Oxygenase (HO)-1 system in kidney injury. We will employ primary podocyte cultures originating from glomeruli of wild-type (WT) rats and rats lacking HO-1, previously developed using zinc-finger nuclease (ZFN) driven HO-1 gene knockout. HO-1 in cultured podocytes will be either induced with the natural HO-1 substrate, heme, or overexpressed by transfecting cells with a fully sequenced rat hmox1 1600bp cDNA containing a predicted open reading frame (ORF). Additionally, the overexpression of HO-1 is speculated to induce DAF through phosphorylation and activation of transcription factors known to regulate DAF activity. Therefore, an instrument capable of detecting the overexpression and silencing of HO-1 at the protein level and phosphorylation of DAF, is essential. Western blotting is the gold-standard technique to identify specific proteins from a complex mixture of proteins extracted from cells. The Abby System is the next generation chemiluminescence western protein analyzer that can perform automated western blots, significantly decreasing cost, time, error, and sample size required when compared to traditional western blot systems. They provide in-depth support to all customers from instrument training to buffer selection, data analysis and experimental design.  The Abby System is the only fully automated western blot analyzer on the market capable of performing all steps in one instrument. There are no other licensed systems or products offered by third party providers that can use any components or methods of the Abby System. Based on facility need and existing conditions, like or similar items will not suffice. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP on 07/21/2021 utilizing NAICS 334516 and Key Words Abby System revealed 27 vendors: 26 SDVOSBs and 01 VOSBs. NAC searched using keyword Abby System revealed no possible contracts. SAC searched using keyword Abby System revealed 5 possible contracts: no results under department of veteran affairs. GSA eLibrary; searched using keyword Abby System revealed no possible vendor contracts. GSA Advantage: searched using keyword Abby System revealed 8 result; no exact match. FPDS searched using keyword Abby System revealed 5 purchase order, and addition search using keyword Protein Simple under department of Veteran Affairs revealed 1 suitable purchase orders that were used for information purposes only. A Source Sought Notice was issued on Contract Opportunities (36C24621Q0847) from 0715/2021 to 07/20/2021. No response received. SBA Dynamic Small Business Search (SBDS) search using NAICS 334516 and Keywords Abby System revealed no potential vendors. SBA.gov was used to verify 334516 size standards as 1000 employees. (Identify POC name/title organization/e-mail/phone and the resultant source list):The ABBY SYSTEM in need for this procurement Original Equipment Manufacturer (OEM) is Protein Simple (Large Business DUN:140594966) has identified Government Scientific Source (Small Business DUN: 785807611) as an authorized distributor/reseller. The Contracting Officer does not have a reasonable expectation of receiving 2 or more quotes from SB if we were to set this requirement aside as 100% SB. The CO is electing to compete Unrestricted, Open Market, Firm Fixed Price, Full and Open, IAW FAR Part 13. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
