- This is a Sources Sought synopsis posted for market research purposes, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office has a requirement on the behalf of the Commander Navy Recruiting Command (CNRC) for the use of gym/fitness facilities in support of potential Warrior Challenge Program (WCP) applicants. NRC requires facilities that have pool access and are in close proximity to one another (no greater than 10 minutes between the gym and access to a pool). These facilities will be used by potential WCP applicants to train to include swimming practice. The applicants are expected to train five times a week at various times throughout the month with applicants both supervised and unsupervised. The contractor shall make its training facilities available to the Navy to support the applicant�s development and preparation for receiving a contract in to the Navy WCP. The WCP encompasses SEAL, SWCC, DIVER, EOD, and AIRR programs and a complete training environment is required at all stages of the recruiting process. The performance standard test that the applicants must perform requires access to a pool within a specified time from when they complete the other gym based portions of the test. The Navy has 26 districts throughout the nation that have approximately 1,500 recruitment locations that are potential training locations in need of gym and pool access. Some stations are in close proximity to MWR facilities but most require use of commercial resources. The contractor�s gym facilities shall have weight and cardio capability and the pool must be at least 25 meters but ideal would be 50 meters in length with an on duty life guard. The commercial facilities must be available to the applicants without a government representative present. A draft copy of the Performance Work Statement (PWS) is provided with this synopsis. No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various interested businesses, including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB), etc. to perform a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Responses to this posting shall provide a summary of their company�s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, email address, business size, DUNs number, CAGE Code and a thorough description of services that can be provided in support of the task descriptions within the PWS. All submissions must be received by 4:00pm EST on 9 August 2021. Responses to the Sources Sought are required to be provided in writing via email to Dennis Aquino at dennis.aquino@navy.mil. If a solicitation is released, it is anticipated to be synopsized on the SAM website at https://sam.gov/ and the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil. It is the responsibility of potential quoters to monitor these sites for additional information pertaining to this potential requirement. This SOURCES SOUGHT SYNOPSIS is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection. This announcement is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This announcement does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement. All costs associated with responding to this announcement will be solely at the responding party�s expense. All information received in response to this SOURCES SOUGHT SYNOPSIS that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the announcement. Responses to the announcement will not be returned. Not responding to the announcement does not preclude participation in any future solicitation, if one is issued.
