Description
6 The purpose for this source sought notice is to locate interested companies that can furnish the REQUIREMENTS listed in the SOW that is attached. Offeror's capability to meet this requirement including any current contracts with more than 2 years of Period of Performance (Civilian or Government) to include meeting the below listed accreditations or similar standards, facility description, capabilities, and certifications. Responses must show clear and convincing evidence that your company and its employees have the capabilities, training, and qualifications to provide this service to be considered as a source. The Government may elect to award a Firm Fixed Price contract resulting from the solicitation. Responses to this market survey should be emailed to shawn.vanzandt@va.gov. No telephone responses will be accepted. Please provide a detailed response to the below Performance Work Statement stating how you can meet all aspects stated. It is requested that responses be received no later than 2:00 pm Central, August 9th, 2021. *NOTE* SDVOSB Contractors to provide documentation to fulfill capabilities of the following clause: FAR 52.219-27. No solicitation document is available currently; this notice is to acquire information only. Vendors interested in providing an offer will have to respond to a separate solicitation announcement. STATEMENT OF WORK TROUBLESHOOT CHILLER #2 GENERAL REQUIREMENT Contractor shall troubleshoot the Alexandria Veterans Affairs Health Care System (ALXVAHCS) Smardt 1000-ton Chiller. The contractor will provide the following services: SPECIFIC CONTRACT WORK REQUIREMENTS Troubleshoot Smardt 1000-ton chiller The contractor is to furnish all labor, tools, equipment, and supervision necessary to perform all work associated with the troubleshooting and diagnosing of Chiller 2 located at bldg. 147 Chiller Plant. Chiller #2 is a water cooled 1000-ton chiller with 6 independent compressors. The chiller model number is SWA400-6LG09-F2BGQB-F2BMQB-0S0 with associated compressor type TT500-G9-1-ST-E-O-NC. The chiller is having issues running 4 of the 6 compressors. The contractor is to troubleshoot and diagnose all deficiencies contributing to the failure to operate at full capacity. Reports: The contractor shall produce a final report identifying discrepancies found and corrective actions required for fully operational status of the Smardt Chiller. Contractor shall submit (1) electronic report to the Contracting Officer's Representative (COR) within (5) days after contract completion. Codes Compliance: All electrical work shall comply with the current applicable rules of the National Electric Code, National Electrical Safety Code, NFPA 110 Standard for Emergency and Standby Power Systems and the National Fire Protection Association 99 (Health Care Facilities). Electrical equipment and material shall be UL approved, whenever applicable. Safety Requirements: Contractor shall provide at least one competent technician to complete the contracted work. In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer, or his/her designee, may determine to be reasonably necessary to protect the lives and health of occupants of the facility in regards to power transmission and associated testing. Security and General Requirements: All on-site work should be completed between the hours of 8am and 4:30pm CST, Monday through Friday excluding holidays unless otherwise listed in the tasks section or other working hours are approved by the COR. Contractor shall obtain an access badge from the VA Police Department while performing work on-site for their self, their employees, and all subcontractors under their authority. Place of Performance: Work shall be performed, with issuance of Notice to Proceed, at the Alexandria VA Health Care System, Pineville, LA, Building 175. Work Schedule: VA Normal Work hours: are 8:00 A.M. - 4:30P.M., Monday - Friday, excluding Federal Holidays National Holidays: No work shall be performed on National Holidays. The ten (10) holidays observed by the Federal Government are: New Year's Day Washington's Birthday Martin Luther King's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas If the national holidays fall on Saturday or Sunday and are observed on either Friday or Monday by the Federal Government, no work shall be performed on these days. COVID Protocol   COVID screening: For those visiting the Medical Center for the first time, please be aware COVID screening at 2 entrances (North and Main) of the 3 at the facility is on-going. The south entrance has been closed since COVID screening began. The questions that will be asked at the entrance are shown on the VA COVID screening tool website www.va.gov/covid19screen. VA employees and contractors can use the screening tool before arriving in the morning to expedite the screening process. The employee or contractor will receive the following pop-up on their screen if they provide the appropriate answer to all COVID symptom questions:    This screen can be shown at the entrance checkpoint to reduce admittance waiting time. Everyone must have a mask upon entry to the facility and the mask must always be worn while on site. Social distancing and all other CDC guidelines are practiced here.  Parking Parking shall be limited to established concrete or improved rock parking lots, Project Engineer or COR will advise which parking lots to use.  Contractors and personnel are not allowed on the grass area unless specifically authorized by the Project COR. U.S. District Court Violation Notices shall be issued for parking violations.   The contractor and all employees shall comply with all applicable Alexandria VA Health Care System fire, safety, and traffic regulations.   The contractor is to field verify existing conditions.   All work is to be performed within all ASME, OSHA, EPA, VA, and Federal, State and local codes and regulations.    Proper Lock-out/Tag-out procedures shall be used when appropriate.    No roadway, drainage ditch, pedestrian walkway, or any other service, utility, or access to any of the above is to be blocked or rendered unusable for any length of time during this project unless previously approved by the Project Engineer.   All work, materials, storage of materials and equipment, repair procedures and unforeseen problems or circumstances are to be coordinated with the Project COR  Work on this project shall not begin until authorized by the Contracting Officer.  The title Project Engineer or COR shall refer to the Contracting Officer s Representative.   Work to be conducted on a Fully Operational VA Hospital Campus, in and around Mental Health and Long-Term Care facilities.  Tools and equipment shall be kept under close watch to prevent patient injury.   This is a tobacco free facility.
