Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for quotes and no contract or purchase order will be awarded from this notice. Military Sealift Command (MSC) has a follow-on requirement for all services necessary to provide urgent and emergency medical advice, urgent or emergency patient transportation and en route medical support to advance care mainland medical facilities for all MSC GOGO ships and units located worldwide. The Contractor shall provide a local travel advisory briefing upon request of an MSC GOGO ship. Medical evacuation shall be defined as the movement of patients from one medical facility to another for emergent, urgent, and non-urgent medical reasons. The patients may range from critically ill requiring mechanical life support to stable patients requiring medical attendants. Medical transportation will most commonly be from one shore based medical facility to another, but may occasionally be from another designated location, such as an airfield when a patient is being transported from a ship at sea. Medical transportation may require the use of appropriate land vehicles, air transportation, water transportation, or any combination thereof. The total covered population under the scope of this contract is approximately 5500 but is subject to fluctuation based on mission requirements and changes in the ship inventory. If an evacuation is required, the Contractor will acquire permission/clearance for it aircraft (either organic to its organization or subcontracted) to comply with requirements of the transport areas. A DRAFT Performance Work Statement is�provided as an attachment which details the specific tasks. A Questions and Answers document is also attached.�� The Government is currently determining the acquisition strategy for this procurement. Small businesses are encouraged to respond. Failure to respond may impact the acquisition strategy. If it is determined that this acquisition will be set-aside for small businesses, FAR clause 52.219-14, Limitations on Subcontracting will be applicable. Please note, if there is sufficient demonstrated interest and capability among small businesses, this procurement may be set-aside for small business participation only. In the event the Government determines that a small business set-aside is appropriate, and a small business firm anticipates submitting a proposal as the prime contractor, please provide specific details and rationale as to how the firm will comply with FAR clause 52.219-14. If applicable, include specific details regarding teaming arrangements. If subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be utilized. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Respondents will not be notified of the results of the evaluation. CAPABILITY PACKAGE SUBMISSION REQUIREMENTS: It is requested that interested businesses submit a brief capabilities package, not to exceed five typewritten pages in no less than 12 point font, demonstrating ability to provide the requested services. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring the requirement to be consistent with industry. All technical questions and inquiries may be submitted within the response.�Responses should reference the Sources Sought Notice and shall include the following information in this format, at minimum: (1) Name of Organization, DUNS number, and CAGE code (2) Telephone/Fax Number, Address, and Email address for the primary point of contact (3) Brief description of your organization�s capabilities (4) Brief summary of organization�s history relative to similar requirements (5) Provide a Rough Order of Magnitude (ROM). The ROM shall include a total price for the effort as well as the annual pricing for all required services (6) Whether your organization is interested and capable of performing all aspects of the requirement or if only interested in certain aspects of the requirement (7) Business standing (i.e. large or small business, specific category of small business to include small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon the anticipated NAICS code referenced below. (8) Any suggestions, questions, or comments about the effort in general. Include any comments about the DRAFT Performance Work Statement within your response. All vendors are encouraged to respond. This office anticipates award of a contract by 01 April 2022. The appropriate NAICS Code is 621910.� THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL.� This is a market research tool used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of an award.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought Notice.
