- The U.S. Army Contracting Command � New Jersey, on behalf of U.S. Army Combat Capabilities Development Command � Armaments Center (CCDC AC), Munitions Engineering Technology Center at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses to provide a laboratory capillary flow rheometer capable of supporting the rheological characterization of high solvent content, flowable, polymer-like materials. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� BACKGROUND: The applicable NAICS code for this requirement is 334519 with a Small Business Size Standard of 500. The Federal Supply Code is 6635 (Physical Properties Testing and Inspection). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the US Government. The US Government requires a capillary flow rheometer capable of measuring rheological properties of viscous mixtures with varying solvent content.� The unit should consist of a single, temperature controlled (50-350�C) barrel with a force range up to at least 20 kN.� The rheometer should also include multiple capillaries in varying L/D ratios and must provide a software package for system control, data collection, and post-analysis of experimental data.� The system shall also be designed to be allow for later addition of modules to evaluate material responses including die swell and wall slip.� Additionally, on-site installation, configuration, basic training, and an operating manual (digital and hard copy) should be provided to familiarize engineers and technicians with the equipment and initiate start up. Respondents are instructed to provide details including capillary dimensions, load cell and pressure transducer capacities, working temperature ranges, and the name of the testing software package that is included for use with the equipment.� Firms shall also provide point of contact information, where available, for the efforts cited above.� In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.). All data should be sent at no cost to the US Government by 2 August 2021 to the US Army CCDC AC.
