Description
This is a Sources Sought Notice (SSN) and Request for Information (RFI) issued by the Bureau of the Fiscal Service on behalf of the Office of Financial Research (OFR). Pursuant to 48 C.F.R. Part 10, the purpose of this SSN/RFI is to conduct market research in order to obtain industry feedback on the attached requirements summary document (Attachment 1) and to identify potential sources which are both capable of and interested in providing the services outlined herein. The information contained in the requirements summary document is being provided for the purpose of obtaining industry comments and suggestions on the clarity, conciseness, and completeness of the stated requirements in order for the OFR to develop it into a Performance Work Statement (PWS). The information received will be considered for the purposes of refining the requirements summary document, determining the size and status of potential sources, determining an anticipated level of competition, and developing a prospective vendor pool for any subsequent solicitation that may be issued for this requirement. This SSN/RFI is only intended for the Government to identify sources that can provide the needed services and determine the best way forward. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the requirements discussed, and release of this SSN/RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Further, OFR is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSN/RFI.� All costs associated with responding to this SSN/RFI will be solely at the interested party�s expense.� Not responding to this notice does not preclude participation in any future solicitation, if any is issued.� Interested parties must provide the following: 1. The name and location of your company, contact information, and business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. 2. DUNS Number. 3. Specific details of the product(s) and/or product numbers that your company offers in regard to this notice. 4. Whether your content is available through a Government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. 6. Evidence that the company is an actively registered entity in the System for Award Management (SAM) or acknowledgement that the company would register if a formal solicitation is released. In accordance with FAR Part 52.204-7, contractors must be registered in the System for Award Management (SAM) to be eligible for award.� There is no cost to register an entity on SAM.gov.� The website to begin registration is: https://sam.gov/content/entity-registration The following file extensions are not allowable and application materials/data submitted with these extensions will be disregarded: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. The planned North American Industry Classification System (NAICS) code is 518210 (this NAICS is being used for informational purposes only and may be changed dependent upon the usage of a strategic source).�� The small business size standard is $35M. Interested parties should also provide feedback concerning the following: 1. Is this the appropriate NAICS code?� If not, please identify which code is appropriate. 2. Have you ever performed on federal government contracts? 3. Are there any aspects of this requirement which are not consistent with current industry practices? Attachment 1 On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act, which created the Financial Stability Oversight Council (FSOC) and the Office of Financial Research (OFR). The FSOC is charged with three primary purposes: to identify risks to the financial stability of the United States, to promote market discipline, and to respond to emerging threats to the stability of the U.S. financial system. The mission of the OFR is to support the FSOC in promoting� financial stability by: collecting data on behalf of the Council; providing such data to the FSOC and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized by Dodd-Frank Act to be collected by such member agencies. Pursuant to its mandate and in response to the May 20, 2021 Presidential Executive Order on Climate-Related Financial Risk, the OFR is seeking sources of climate and climate-related financial data to assess, in a detailed and comprehensive manner, climate-related financial risk, including both physical and transition risks, to the financial stability of the Federal Government and the stability of the U.S. financial system. Responses could include but are not limited to an overview of available raw data, curated data products, data forecasting models or methods including historical data where available.� This could be very broad to include public and non-public climate data such as atmospheric data, climate models, ESG data for firms, data on wildfires, floods, temperatures, crop damages and production, sea level changes, storm surges, and droughts. Responses should address size, format, quality, and accessibility of relevant data. Any ongoing research or related activities not mentioned here are welcomed chiefly to inventory and assess available research and data pursuant to this Executive Order.
