Zablocki VA Medical Center 5000 W. National Ave, Bldg. 111 Milwaukee, WI 53295-0001 Identify purchase request number: 695-21-3-969-0176 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Clement J. Zablocki VA Medical Center located in Milwaukee, Wisconsin has a sole source requirement for Aretech zero gravity gait and balance system, which will be awarded as a firm fixed price contract. This procurement is intended to be used in the spinal cord injury (SCI) physical therapy/occupation therapy (PT/OT) clinic in order to treat patients who require gait training. Estimated Amount: $X.XX Unique characteristics that limit availability to only one brand, with the reason no other supplies or services can be used: The Milwaukee VA Medical Center currently has a J-track installation of the Aretech ZeroG Version 1 system that includes a ceiling mounted track. In order to reduce construction costs, the new system should use the currently installed track and expand upon it to create a circular-oval track. Aretech ZeroG systems are the only certified systems to be usable on this track. Other systems were investigated and had equivalent features to the Aretech ZeroG system, but installation would be at an increased cost and time to remove the current track then install brand new track in its place. In addition, minimal training will be required for clinical and technical staff on the Aretech ZeroG Version 3 system as it functions similarly to Version 1. Per Chief Executive Officer (CEO) Joseph Hidler at Aretech, LLC, the design includes crane ratings, trolley design loads, vertical impact forces, horizontal lateral forces, and horizontal longitudinal forces specific to ZeroG. Furthermore, no other vendors are able to integrate their technology on the existing track installed at the Clement J. Zablocki VAMC. The existing design was customized for the ZeroG design loads, ensuring the load capacity of the track, supports, and bracing meets or exceeds local and national building codes. No other vendor has the same design loads and therefore the existing design would not meet building codes. In addition, the geometry of the existing track precisely integrates with the mechanical design of the ZeroG trolleys. This ensures top performance of the system, which is critical for patient care. The mechanical design of the trolleys on other systems on the market may not integrate with the existing track, limiting performance of their technologies. Description of market research conducted and results or statement why it was not conducted: Original Equipment Manufacturer (OEM) for this requirement is Aretech, LLC who is considered a small business (SB) per System for Award Management (SAM) Reps & Certs. VIP query on July 19, 2021 keyword Aretech revealed zero Service-Disabled/Veteran-Owned Small Businesses (SD/VOSB). Second VIP query keyword ZeroG also provided zero SD/VOSBs. Unable to locate all part numbers on schedule; therefore, items will be considered open market. Intent to sole source notice 36C25221Q0918 was posted from July 09, 2021 to July 15, 2021 that received no additional interested parties. Notice of intent is to negotiate a limited source contract with U.S. VET General Contracting, LLC who is VIP verified as a SDVOSB and will be the General Contractor in charge of Contractor A who is VIP verified as a SDVOSB and Contractor B who is a small business per SAM Reps & Certs. Market research indicates that this procurement shall be sole sourced to U.S. VET General Contracting, LLC who is VIP verified as an SDVOSB IAW FAR 6.302-5(b)(6), FAR 13.106-1(b)(1), FAR 19.1406, 13 CFR § 121.406(b)(1), and 38 U.S. Code § 8127(b).
