Description
Center for Excellence in Logistics and Distribution (CELDi) membership renewal with a period of performance of September 15, 2021 - September 14, 2022. DLA is looking to renew its partnership and membership with: Center for Excellence in Logistics and Distribution (CELDi) University of Arkansas Department of Industrial Engineer 4207 Bell Engineer Center Fayetteville, AR 72701 In maintaining a working relationship with CELDi, DLA has the means to establish or maintain an essential engineering, research, or development capability that is provided by an educational or other nonprofit institution or a federally funded research and development center. This will allow DLA to maintain an essential capability for theoretical analyses, exploratory studies, or experiments in the field of logistics and distribution. Additionally, this will enable DLA to establish or maintain an essential capability for engineering or developmental work calling for the practical application of investigative findings and theories of a scientific or technical nature. In addition, DLA will have access to students and potential employees that will have been trained and be familiar with the problems and approaches that are unique to logistics with the defense industry. Award will be made based on lowest price, technically acceptable (LPTA). To be determined technically acceptable, quoted products must meet the minimum technical requirements identified. To be determined technically acceptable, the offeror must demonstrate proof that it is quoting the required CELDi membership as detailed above. In addition to a price quote and product specifications, the following shall be provided: taxpayer identification number (TIN), Dun and Bradstreet number (DUNS), and Commercial and Government Entity (CAGE) code. Companies doing business with the Federal Government are required to use the System for Award Management (SAM). To be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or re-activate an account at SAM is https://sam.gov. All questions and requests for information regarding this Request for Quote (RFQ) must be received NO LATER THAN close of business two business days prior to the quote due date to minimize the need to extend the closing date. All quotes must be submitted through e-mail to Tiffany.Welch@dla.mil. Only e-mail quotes received by the soliciting closing date and time will be accepted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SP4704-21-Q-CELDi. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. This item is sole sourced to the University of Arkansas System, Center for Excellence in Logistics and Distribution (CELDi). The associated NAICS code is 611710 with a small business size standard of $16.5M. Please see the attached Performance Work Statement for details of the requirement. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision is LOWEST PRICED, TECHNICALLY ACCEPTABLE. Please include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
