- Notice of Intent to Award a Sole Source Requirement to Mathematica, Inc. 1.0������ Action U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Children�s Bureau (CB), Office on Child Abuse and Neglect (OCAN) is issuing a Notice of Intent to issue a sole source award to Mathematica, Inc. for Round 5 of Regional Partnership Grants (RPG5) program.� 2.0������ Background The RPG 5 grants were originally funded in Fiscal Year (FY) 2018 as three-year projects under the funding opportunity announcement (FOA), Regional Partnership Grants to Increase the Well-Being of, and to Improve the Permanency Outcomes for, Children Affected by Substance Abuse (FOA # HHS-2018-ACF-ACYF-CU-1382). Subsequently, in FY 2020, the CB received approval to offer supplemental funding via Title IV-B, subpart 2, of the Social Security Act. The FY 2020 appropriations included funding for 24-month supplemental extensions of RPG5 projects funded in FY 2018 (extending funding to September 29, 2023). The purpose of this supplemental funding was to enhance the specific, well-defined program services and activities underway with a particular emphasis on activities for continuous data-informed partnerships; to institutionalize program strategies and evaluation activities; and to plan for the sustainability of the projects. The�RPG Cross-site Evaluation and Evaluation Technical�Assistance (TA) contract was issued in 2017 (Contract No HHSP23320150035I/Order No: HHSP23337026T) to plan, develop, and implement a rigorous national cross-site evaluation for RPG4 projects, and was subsequently modified to include RPG5 projects. The RPG5 projects were funded as 3-year grant projects.��This acquisition is a continuation of that work over the 24-month supplemental period of performance to cover the entire project period for the RPG5 projects and the time needed for analysis and reporting of evaluation findings.� 3.0������ Purpose The purpose of this acquisition is to procure services to support a supplemental period for continued cross-site evaluation and technical assistance for Round 5 RPG. The anticipated period of performance for this effort is September 30, 2021, through March 29, 2024.� 4.0������ Authority This Notice is issued under the authority of FAR Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.� This is an on-going complex project with an information technology (IT) asset associated with it. The incumbent has developed and implemented a database, the RPG-Evaluation Data System, to collect and analyze RPG data to meet the IT and reporting requirements. The RPG-EDS system received Authority to Operate in 2019. Through a supplemental award, the incumbent, Mathematica, Inc. is uniquely positioned to continue and complete the evaluation and evaluation TA work with the RPG5 projects in the current RPG cross-site evaluation and use the RPG-EDS to collect data. Conversely, the cost to the Government to award a contract to another contractor would necessitate the need to create a new, separate data system for the 24-month supplemental period of the RPG5 projects and meet security requirements including a new ATO. This is time and cost prohibitory. The process to develop the system and receive ATO took over two years, which is the entire length of the RPG5 supplemental period. It is also cost-prohibitive.� Additionally, the incumbent is uniquely positioned to provide evaluation-related TA to the RPG5 projects to improve the quality and rigor of the local evaluations and performance measurement. Mathematica, Inc. will use developed TA resources and trained TA staff to serve the grantees. The sole source award will ensure a seamless transition to address the nuanced and evolving needs of this target population, and it is in the best interest of the Government to continue and ensure that there is no disruption in service for the RPG5 projects. Finally, the incumbent is uniquely positioned to incorporate the analysis and findings of the RPG5 supplements into required reports, evaluation findings on the RPG5 projects into the RPG Reports to Congress currently underway. Awarding to a source other than the incumbent would result in substantial risk to the Government in terms of prohibitory cost and failure to meet the needs of this task order within time and cost constraints. 6.0������ Actions Taken to Increase Competition On June 2, 2021 a Request for Information (RFI) was published on beta. SAM.gov and closed on June 18, 2021. The RFI yielded two (2) responses.
