- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Nursing Executive Center (NEC) Membership Contracting Opportunities Notice: 36C77621Q0439 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract The Advisory Board Company for membership to their Nursing Executive Center (NEC) Membership. This is an annual membership with a twelve (12) month base period and three (3) 12-month option periods. The VA intends to solicit and negotiate with The Advisory Board Company, 655 New York Ave NW, Washington, DC 20001. Government Membership to NEC is crucial to the ongoing expansion and overall success of the organization. Membership with the Nursing Executive Center of the Advisory Board gives nursing leadership access to national member meetings, on-call expert consultations, analytical tools, research library on leading-edge issues facing health care, web conferences, a once-a-year onsite presentation, and daily email briefings regarding legislative updates, industry trends, executive movement, and Advisory Board insights. Access to this information is vital to the nursing program to retain status as a Magnet Facility for nursing professionalism and quality care by the American Nurses Credentialing Center. The Nursing Executive Center Membership is the only single-source repository of all the tools necessary for the Office of Nursing Service to identify those processes that exemplify nursing excellence and to improve those gaps that may need further development. Daily and unlimited access to the research libraries provided by a membership with the NEC is necessary to ensure the Office of Nursing Services create and maintain a positive environment of patient safety and continuous evidence-based improvement inpatient care for VA Nursing. Nursing Executive Membership benefits shall include: Provide access to contractor s online library or database for all employees of the Office of Nursing Services. Implementation toolkits. Contractor availability to ONS leadership via e-mail or phone within 3 business days of request. Provide in-person or virtually hosted educational webinars, training events or meetings. This procurement is being conducted under simplified procedures for certain commercial items in accordance with FAR 13.5. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $16.5 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Responses to this notice are due on or before Tuesday, August 10, 2021, 1:00 PM Eastern Time to this procurement s contracting officer, Kymberly Morgan at Kymberly.Morgan@va.gov. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a single spaced, 12-point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Special Notice. Contractors shall address the following information in their response: The Contractor shall provide support to the Office of Nursing Services in form of an organizational membership from an organization who provides assistance in addressing strategic and operational issues. A need exists for comprehensive performance improvement support that includes best practice research, consulting and training services, on-demand experts available for support via phone/email during normal business hours, technology and survey assessments, unique research opportunities conducted onsite alongside the provided related field expert researchers, and business intelligence tools that will provide evidence-based solutions necessary to make informed business decision and provide a platform to identify and leverage emerging healthcare trends and technology. The organization must have an extensive membership base including many of the country s largest and most progressive hospitals and health care systems; membership should be representative of the public, private and academic community. The focus of the organization will be to offer a variety of services to support comprehensive performance improvement based on information gathered from membership and beyond. Published studies and customized research briefs on progressive healthcare management and clinical practices in health care will also be a major product/service of the organization. In general, the research focuses on the best (and worst) demonstrated practices, helping member institutions benefit from one another s shared experiences and learning curves. As part of the membership, the organization will make available, a team of multidisciplinary and cross functional industry experts who will offer consultative services either in person and/or on conference calls as required by the specific request for assistance. The contractor shall provide in-person or virtual hosted training events or meetings on nursing related subjects.
