Description
The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, located at 2780 Airport Drive, Columbus, OH 43219 intends to award a single-award, Firm-Fixed-Priced Contact to the authorized Vendor that offers the Best Value to the VA. Interior Fusion and Vets Access LLC are the authorized Service-Disabled Veteran Owned Small Business (SDVOSB) distributors for the Original Equipment Manufacturer (OEM), Guldmann. The acquisition is conducted under authority of the Multiple Award Schedule Program; FAR Subpart 8.405-6(b) Items Peculiar to one Manufacturer. The primary statutory authorities for the MAS program are 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Service for Executive Agencies. It is the Government s belief the proposed candidate is the sole manufacturer capable of meeting the requirement. The associated North America Industry Classification System (NAICS) Code is 339113 and the Small Business Size Standard is 750 employees. It is the Government s belief that the proposed candidate is the only source with the required capabilities to successfully meet the requirement for the GH3+ Patient Lift System. Guldmann Ceiling lifts have been installed in many places throughout the VA Central Ohio Healthcare System. We currently stock all the disposable items for the existing units. Going with another manufactures brand would cause the VA to have to carry double supplies for the slings and each sling would require different handle configurations depending on the person being picked up. The VA needs to retain additional units, so to maintain the same stock of supplies, training, and the required Bio-Medical testing. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time. Interested parties may give written notice to gina.crank@va.gov by 5:00PM EST on July 30, 2021. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
