- Notice of Intent to Sole Source The Department of Veterans Affairs, NCO 6 intends to award a sole source, FFP, Purchase Order to ThunderCat Technology, LLC., for the procurement/purchase of the Computerized Speech Lab to be used at Asheville VAMC, 1100 Tunnel Road Asheville, NC 28805. The North American Industry Classification System (NAICS) for this requirement is 541919 with a small business size standard of 27.5 Million. Authorized product distributors of Computerized Speech Lab may provide a capability statement as instructed below. This proposed contract action is for the purchase of the Computerized Speech Lab equipment. The Computerized Speech Lab equipment is an essential tool for collecting quantitative objective data for documentation and research purposes. The government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than Monday August 02, 2021 by 11:00 a.m. EST to ruth. morris@ va.gov. Interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Also indicate whether the vendor is U.S. or foreign owned (in compliance with the Buy American Act). Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Asheville VA Medical Center ENT/Speech Therapy Unit have a requirement to procure the Pentax Computerized Speech Lab equipments. The Computerized Speech Lab equipment is a replacement/upgrade of the current speech analysis systems in place. The computer-based speech teaching system will allow the Speech Therapist to provide uninterrupted and continuous patient care for recording, analyzing, playing back speech patterns for individuals with speech disabilities and voice pathology, acoustic phonetics and speech science, or English as a second language. Also, have the ability to interface and exchange files with other programs, file management, graphics and numerical display, audio output, signal editing. Procuring a different computer-based equipment may potentially delay patient care and create a training or cost burden on Asheville Speech Lab that the government doesn t believe would be recouped. Based on facility need and existing conditions, like or similar items will not suffice. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP on 06/15/2021 utilizing NAICS 541519 and Key Words Computerized Speech Lab revealed 110 vendors: 94 SDVOSBs and 16 VOSBs. NAC searched using keyword Computerized Speech Lab revealed 97 results, no exact match found, additional search using keyword computerized Speech lab under vendor Thundercat Technology revealed no results. SAC searched using keyword Computerized Speech Lab under department of veteran affairs revealed 15 results used for information purposes. GSA eLibrary search using keyword Computerized Speech Lab revealed no results. GSA Advantage: searched using keyword Computerized Speech Lab revealed no results. FPDS searched using keyword Computerized Speech Lab under department of Veteran Affairs revealed 15 vendors and additional search (Pentax of America, Inc) revealed 5 purchase orders was used for information purposes only. SBA Dynamic Small Business Search (SBDS) search using NAICS 541519 and Keywords Computerized Speech Lab revealed no results. SBA.gov was used to verify 541519 size standards as 27.5 million. NCO 04 previously purchased the Computerized Speech Lab under award 36C24419F0470 on 05/06/2019 to Thundercat Technology, LLC (SDVOSB); 1 offer received .(Identify POC name/title organization/e-mail/phone and the resultant source list): (Identify POC name/title organization/e-mail/phone and the resultant source list):The Computerized Speech Lab in need for this procurement Original Equipment Manufacturer (OEM) is Pentax of America (Large Business DUN:083211284) has identified Thundercat Technology (SDVOSB DUN: 809887164) as the only authorized distributor/reseller. The Contracting Officer does not have a reasonable expectation of receiving 2 or more quotes from SB if we were to set this requirement aside as 100% SB. The CO is electing to Sole Source and award to the authorized distributor/reseller Thundercat Technology, LLC. IAW FAR Part 13.106-1 (b). Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
