- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-C-2075131 and the solicitation is issued as a Request for Quotes (RFQ).� This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-06 Effective July 12, 2021 The North American Industry Classification System (NAICS) code for this procurement is �811219 Other Electronic and Precision Equipment Repair, with a small business size standard of $20.5 million. The requirement is NOT small business set-aside.� Background:� The Protein Chemistry Section enables intramural NIAID investigators to use state-of-the-art applications in mass spectrometry, bioinformatics, and protein sequencing in their research programs. �In cooperation with mass spectrometry and protein sequencing, extensive support is available for expert analysis and characterization of peptides, proteins, and small bio-molecules. �Mass spectrometry is a powerful analytical technique that is used to identify unknown compounds, to quantify known compounds, and to elucidate the structure and chemical properties of molecules. Detection of compounds can be accomplished with very minute quantities (as little as 10-12g, 10-15 moles for a compound of mass 1000 Daltons). This means that compounds can be identified at very low concentrations (one part in 1012) in chemically complex mixtures. The Research Technologies Branch (RTB) currently provides mass spectrometry services on a daily basis for all NIAID investigators using the Thermo Electron Orbitrap Q Exactive Plus Mass Spectrometer. Project Description � The Research Technologies Branch, Protein Chemistry Section requires the purchase of a service contract for the Orbitrap Q Exactive Plus Mass Spectrometer. �Due to its daily usage in the lab, this is required to keep the instrument operating at its optimal performance. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for: 1)�� �1 Year Service and Support agreement for our Thermo Scientific Equipment for our Orbitrap Q Exactive Plus Mass Spectrometer SERIAL # SN04530L Service Requirements: ��� �Unlimited number of demand on-site service visits �to Hamilton, MT MUST list maximum on-site response time in hours or days. ��� �Engineer labor and travel must be included ��� �Must provide Priority status for technical support inquiries ��� �Must provide Priority status on-site response of 3 days� ��� �DUE TO THE SENSITIVE NATURE OF THE PROJECTS, PRIORITY STATUS IS DEFINED AS PROVIDING THE SAME PRIORITY ON-SITE SCHEDULE THAT THE ORIGINAL MANUFACTURER WOULD PROVIDE FOR ALL REPAIRS. � ��� �One (1) Scheduled Preventative Maintenance visit during service agreement. To include a standard PM kit. ��� �Thermo Scientific supplied personal computers must be covered ��� �All repairs must be performed by Factory-Certified Technicians and OEM replacement parts included ��� �Must include Subscription to e-Support Online Technical Resources ��� �Must include proprietary software updates, of the existing software version� ��� �Software updates and notifications updates are defined as changes of the existing software version that are intended to improve its performance. Software updates are usually indicated by a revision number change e.g. from Revision 1.1 to Revision 1.2.) Software and firmware updates upon request and in conjunction with a scheduled Preventive Maintenance or Corrective Maintenance visit ��� �Computers purchased from Thermo Fisher Scientific and required for the operation of the analytical system.
