- Background The Defense Security Cooperation Agency (DSCA) is a joint Defense Agency under the purview of the Undersecretary of Defense for Policy. DSCA manages a family of activities collectively known as Security Cooperation (or Security Assistance) programs, the largest of which is Foreign Military Sales (FMS). Security cooperation involves the U.S. Government transferring, via sale, grant or lease, weapons, ammunition, spares, training, and other defense-related services to over 150 countries and special organizations (e.g., NATO) on a government-to-government basis. Security Cooperation is, as defined by DoD Directive 5132.03, all DoD interactions with foreign defense establishments to build defense relationships that promote specific U.S. security interests, develop allied and partner nation military and security capabilities for self-defense and multinational operations, and provide U.S. forces with peacetime and contingency access to allied and partner nations. This also includes DoD-administered security assistance programs. � Introduction The contractor shall provide to provide support for DSCA, technology support, customer relationship management, and to strengthen IT business service relationships with internal and external partners and US Government (DSCA IMT) divisions and branches. The Defense Security Cooperation Agency Technical Coordination Team (DSCA\TCT) is responsible for providing technical coordination in support of Technology Services Division (TSD), DSCA Information Management & Technology (DSCA IMT) directorate, and Chief Technology Officer (CTO) Initiatives. Additional core competencies are to develop Partner Relationship Management (PRM), IT Asset Management and Customer Outreach strategies assisting to define and strengthen IT business service relationships with internal and external partners for the purposes of improving IT services and support for the DSCA user community. The Washington Headquarters Services (WHS) Acquisition Directorate (AD) is conducting market research to locate qualified, experienced and interested businesses to provide Information Management & Technology Infrastructure, Technology and Customer Support within the Defense Security Cooperation Studies (DSCA), Information Management and� Technology (IM&T) Directorate. WHS/AD is seeking information on behalf of DSCA/IM&T for potential sources to provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to in support of the Information Management & Technology Infrastructure and Customer Support effort. This Request for Information (RFI) is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by thegovernment. This notice neither constitutes a Request for Proposal (RFP), nor does it restrict Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation or Performance Work Statement (PWS). Responses in any form are not offers. Sources Sought To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541990 - All Other Professional, Scientific and Technical Services. Responses are requested from �all� sources and encourage the participation of all small businesses inclusive of designated 8(a), HUBZone and Woman-Owned Small Business. This Sources Sought (SS) Notice is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in the Government Point of Entry (GPE) beta.sam. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government will arise as a result of a response to this Sources Sought Notice, nor the Government�s use of such information as either part of our evaluation process, nor in developing specifications for any subsequent requirement.
