- National Park Service (NPS) - National Capital Area (NCA) - National Mall and Memorial Parks (NAMA):REHABILITATE Belmont-Paul Women's Equality National Monument PHASE II The National Park Service � National Capital Area has a construction rehabilitation requirement at the Belmont-Paul Women�s Equality National Monument that is located within the National Mall and Memorial Parks in Washington, DC. The project is funded through the Great American Outdoor Act. This REPLACES SOLICITATION ANNOUNCMENT 140P3021Q0043 in its entirety, so please reference this one, and disregard that announcement going forward. Full Solicitation is posted as of July 27, 2021! The work shall consist of what is shown on the plans, stated in the specifications, and summarized below: Interior Repairs � Plaster Repair � crack and plaster patching � Painting - All interior surfaces including walls, ceilings, and trim to be painted. � Coordination with HVAC system including new bulkheads, chases, furred out walls and grilles � Providing new finishes and lighting fixtures for new mechanical rooms � Coordination with structural work including removing and reinstalling floor finishes, plaster, and associated blocking Exterior Repairs � Painting exterior doors and repairing as needed � Painting and repairing wood trim at terrace � Complete window restoration � all sashes removed and restored off site, frames restored in place � Storm windows � Restoration of dormer elements, including: pediment, entablature, pilasters, sills, and brackets. Structural � Installation of concrete footing beneath load bearing wall beneath Room 103 � Installation of flush mounted hangers to support wood framing members � Framing for new chase � Repair of existing notches in wood joists � Strengthening of existing joists on third floor � Repair of the stair landings between the second and third floor � Installation of interior and exterior concrete pads. � Filing voids beneath the existing slab on the first floor. Fire Suppression system upgrades in the Library. � Extension of the dry-pipe sprinkler system � Conversion of the dry-pipe sprinkler system to nitrogen � System to include all new wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm and supervisory signals, interface equipment, and all other accessories and miscellaneous items including software, system programming, testing and construction permits required for the fire alarm system modifications even though each item is not specifically mentioned or described. Site Work � Removal and replacement of the existing storm sewer drain, and CCTV work on other portions of other portions of storm sewer drain. � Removal and restoration of existing pavers. � Clean-out of underground roof drain connections. � Replacement of below grade chiller lines. Mechanical � Electrical � Plumbing Upgrades � Install new electrical supply to new equipment and upgrade electrical service and upgrade electrical panels. � Remove and replace existing mechanical equipment in the basement mechanical room and at the exterior of the building including the chiller, boiler, and PEPCO meter, including all associated piping and conduit as indicated � Install new HVAC equipment on the second and third floors to provide additional heating, cooling and humidity control throughout building. This will include the installation of new ductwork and chases to distribute air. Hazardous material abatement. � Asbestos-containing materials (ACMs), lead-based paint (LBP), and lead-containing paint (LCP) have been identified within project area. Coordination required during construction to ensure worker safety and proper handling of ACMs, LBP, and LCP. � Any ACMs, LBP, or LCP distributed during the construction project to be properly disposed of and monitored by abatement personnel. � Removal and disposal of all mercury-containing light tubes and light ballasts. � All hazardous waste shall be removed in accordance with all applicable laws and regulations, and in accordance with the specifications. Optional Items � Subject to Availability of Funds at Award � Replacement and relocation of chilled water supply and return piping. � Replacement of select fan coil units. � Provide fan coil unit cover. � Replace entire standing seam metal roof, gutters/downspouts and flashing The complete solicitation package is 100% complete and will be attached and made available only through the SAM.gov website at SAM.gov | Home on or after July 27, 2021. There is a prebid meeting scheduled for July 30, 2021 from 9AM-12PM Eastern Time and will be held at the Belmont-Paul Women�s Equality National Monument, Washington, DC. NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for the award and removed from consideration. NOTE 2: As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c)(3)), the offeror certifies, by signing this offer, that biobased products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 2902, subpart B) to be used or delivered in the performance of the contract, other than biobased products that are not purchased by the offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
