Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: �NRMAD000-21-00789 Project Title: �Genomic library preparation and sequencing in support of NOAA AOML�s Omics and Coral Reef Conservation Program. The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Atlantic Oceanographic and Meteorological Laboratory (AOML) intends to negotiate on a sole source basis�with the University of Texas, at Austin�s Genomic Sequencing and Analysis Facility (UT GSAF) to conduct Genomic library preparation and sequencing services. These services are necessary to support genomic and transcriptomic deliverables, and to support NOAA AOML�s Omics and NOAA�s Coral Reef Conversation Program Restoration Pillar initiatives.�� The sequence data files are to be delivered to NOAA/AOML/Ocean Chemistry and Ecosystems Division via a private, secured FTP account. Coral reefs are among the most valuable ecosystems on earth, providing people with goods and services that include food, storm protection, and recreational opportunities. Despite their importance, coral reef ecosystems are in decline from a myriad of man-made and natural threats. �In response, the NOAA Coral Reef Conservation Program established an integrated and focused monitoring effort with partners across the U.S.�the National Coral Reef Monitoring Program (NCRMP). This program is a strategic framework for conducting sustained observations of biological, climatic, and socioeconomic indicators in U.S. states and territories. The resulting data provide a robust picture of the condition of U.S. coral reef ecosystems and the communities connected to them.� Sole Source Justification The University of Texas, at Austin�s Genomic Sequencing and Analysis Facility (UT GSAF) offers transcriptomic library preparation and sequencing services, in particular, a lower-cost variant to RNA-Seq named Tag-Seq. The Tag-Seq approach was developed and optimized at UT GSAF as a way to quantify transcriptional profiles for coral taxa. The approach is widely accepted within the field of coral molecular biology, and UT GSAF represents one of the few sequencing facilities that has the expertise to process coral libraries for the Tag-Seq pipeline. This transcriptomic approach will allow us to greatly improve the molecular capabilities of AOML research projects by increasing the number of samples sequenced through reduced per-sample costs. Other sequencing facilities were investigated, with only one other facility found to be able to provide Tag-Seq library preparation and sequencing services. However, the University of Texas, at Austin�s Genomic Sequencing and Analysis Facility was found to be nearly 50% less expensive than the alternative. �The University of Texas, at Austin�s Genomic Sequencing and Analysis Facility has the capability of providing this service, at a reasonably low cost to the government and producing quality results that meet the Code of Federal Regulations.�� They are the only known source with these capabilities.�� Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to Elizabeth.Perez@noaa.gov.�� Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on August 2, 2021. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The Government representative(s) will verify receipt of your email, if notification is not received within 24 hours of your email, DOC/NOAA/OAR/AOML requires that all contractors doing business with this office be registered with the System for Award Management (WWW.betaSAM.gov).
