Description

The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41U.S.C. 253(c)(1) FAR 6.302-1 to �GENEWIZ LLC. The two (2) services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Many potential pests that are intercepted at ports of entry cannot be confidently identified morphologically because they are immature, severely damaged, or because the necessary taxonomic expertise for a particular group is not available. Molecular Diagnostics (MDx) offers an extensive toolkit of techniques and procedures to identify organisms that are difficult or impossible to identify based upon morphology. The Insect Molecular Diagnostics Laboratory (IMDx) was established in 2017 to provide molecular diagnostic support for insect interceptions to the National Taxonomy and Coordination and Policy staffs of NIS. To maintain scientific integrity related to data produced from results between years as data is accumulated, these particular tests will ensure data is not skewed. This company (GENEWIZ LLC ) are currently the only molecular center that is located near to testing centers which reduces price extensively and are able to work with USDA Molecular Labs successfully. � Specimens are to be picked up from the following locations: IMDX lab USDA, APHIS, PPQ 10300 Baltimore Avenue BARC-WEST, Bldg 003, Rm 116 Beltsville, MD� 20705 Jason Mottern 240-549-3854 Mycology Lab USDA, APHIS, PPQ 10300 Baltimore Avenue BARC-WEST, Bldg 010A, Rm 330 Beltsville, MD� 20705 Aaron Kennedy 301-356-2274 Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
