- Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with IZUM, Inc. located at 12506 Stoney Creek Road of Potomac, MD for advanced research and development expertise/support for the Advanced Network Technologies Division (ANTD) at NIST, Gaithersburg, Maryland. The ANTD at the NIST is developing a novel network control and management system capable of configuring, monitoring, and troubleshooting complex network deployments. This management approach is designed with the ultimate goal of supporting a multitude of communication technologies at various layers of the stack, and from traditional Internet Protocol (IP) to new networking paradigms such as Information-Centric Networking (ICN) as well as emerging quantum networks. Multiverse defines two main entities. First, the management agent running on each managed node (e.g., a router or a switch) provides an interface to interact with it either locally or remotely. Second, the controller, which represents the central controlling entity of Multiverse, provides a set of services such as topology, routing, configuration, fault notification, and telemetry. The agents and the controller communicate via a Representational State Transfer (REST) protocol in order to provide two main sets of features, both accessible from a Web-based user interface: (i) telemetry, which allows the operator to trigger customized measurements and collect results, and (ii) network management, through which the operator configures and manages the network, assisted by the automated processing features of the controller. SCOPE OF WORK The contractor shall complete the deployment of a Network Operating System on the Platform for Network Innovation (PNI) and DC-QNet. The contractor shall deploy and test the Netris management system on the PNI and the DC-QNet. The contractor shall work closely with a team of engineers that are designing these networks and quantum scientists to support them in their experiments. SPECIFIC TASKS The Contractor shall be responsible for project oversight, equipment, administration, and technical execution of this contract. The Contractor shall complete the following specific tasks: Deploy the Software for Open Networking in the Cloud (SONiC) network operating system on the switches/routers of the PNI and the DC-QNet switches/routers Configure and test the routing protocols (OSPF/BGP) Work with Netris vendor to deploy and test� the Netris management platform on both the PNI and the DC-QNet Configure and test the new firewall software in collaboration with the NIST Office of Information Systems Management (OISM) Develop a test plan to test and evaluate the SONiC / Netris telemetry software Help with the system integration and testing of Multiverse in the SONiC environment on the PNI and DC-QNet Test and demonstrate the topology discovery software and verify that all the PNI equipment is visible Test and validate the PNI connection to the Internet Provide support to application users to connect to the PNI Upon completion of the above tasks, the contractor shall demonstrate reachability of the various network equipment using test plans to ascertain proper installation and functionality of the routing protocols, demonstrate connectivity across the network at NIST and to outside NIST (Internet), demonstrate the Netris management system across the network, and demonstrate the firewall functionality to block incoming not allowed protocols. IZUM, INC has been identified as uniquely capable of providing the support and services required based on the following: IZUM, Inc. is the predecessor to a previous Testbed Implementation for the Network Operating System on the Platform for Network Innovation (PNI).� IZUM, Inc. possesses unique and specialized knowledge and experience in Information-Centric Networking (ICN) as well as emerging quantum networks as part of a project that supports the mission of the ANTD.� No other entities possess the unique expertise that IZUM has gained in its preceding work in this field with NIST, and if NIST were not to contract with IZUM for this work it would result in significant schedule delays and increased cost associated with the time it would take for a different contractor to surpass the learning curve and attempt to replicate that expertise and experience. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Aug 12, 2021 will be considered by the Government.� All responses to this notice of intent must be submitted via email to hnw6@nist.gov so that they are received no later than Aug 12, 2021 at 11:00 AM Eastern Time.
