Description
INTENT TO AWARD TO A SINGLE SOURCE NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the State of Alaska, Fish and Game. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. � This is a services contract that will require annual scale aging of Chinook and chum salmon bycatch samples caught in the Bering Sea Pollock Trawl Fishery.� Cohort-based analyses of stock-specific bycatch are of critical importance to fisheries management, and adult equivalency models help inform management of the impact of bycatch on specific stocks.� The service supplier must have an extensive knowledge of and experience in scale aging of Bering Sea salmon stocks, specifically Alaskan salmon, as unique characteristics of stock-specific and region-specific scale growth patterns are critical to accurate scale aging.� We are requesting the aging of approximately 10,000 chum and 30,000 Chinook. We require annual scale aging for approximately 30,000 Chinook and 10,000 chum bycatch samples from the Bering Sea Pollock Trawl Fishery.� Scale aging cannot be completed in-house due to limited in-house expertise.� Scale samples cards will be prepared in-house. The supplier doing the aging will be responsible for shipping samples back and forth from the Auke Bay Laboratory in Juneau, AK.� Our goal is to obtain age data for Bering Sea bycatch stocks to inform fisheries management.� A critical component of the NMFS mission is to aid in the management of commercially harvested fish and this scale aging contract will help us accomplish this mission. Only one source is capable � This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. Accurate scale aging relies on knowledge of unique characteristics that are stock-specific and region-specifc.� The ADFG Mark, Tag and Age Laboratory (MTAL) is uniquely positioned for successful scale aging of� Chinook and chum bycatch samples, as they have extensive experience in aging scales from Bering Sea salmon samples, including the stocks from which our Chinook and chum salmon samples originate. Specifically, the MTAL is the world expert in aging Chinook and chum salmon from the western Alaska region. Western Alaska salmon are some of the most important salmon we encounter in our bycatch samples because they support vital subsistence fisheries in some of the most economically depressed areas of the United States. These salmon stocks support the food security of the region and are of utmost importance to preserve. The adult equivalency models that our data are used to create help to manage these salmon runs and aging data is a major component of the models. If the aging data is inaccurate, fishing quotas may end up being either too conservative or not conservative enough, leading to either forgone harvest or consequences for conservation of these stocks. The MTAL is the only laboratory that has developed and validated aging practices that have been proven to be accurate for these stocks. Please see the references below for additional information on the unique capabilities of MTAL for aging important western Alaska salmon stocks. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
