Description
INTENT TO AWARD TO A SINGLE SOURCE NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the City and Borough of Juneau. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. � The Auke Bay Laboratories Genetics Program operates an Illumina MiSeq instrument, a next-generation DNA sequencer. The Genetics Program in currently transitioning from existing genetic protocols to a plethora of next-generation sequencing protocols, including but not limited to environmental DNA (eDNA), Genotyping-in-Thousands by sequencing (GT-seq), and restriction site-associated DNA sequencing (RAD-seq). Use of the MiSeq instrument requires Illumina supplies (reagents and kits). Only Illumina reagents are compatible with this instrument. This order will procure Illumina supplies so that we can continue to use the MiSeq instrument extensively.� These materials will allow us to: Transition existing lab protocols for analysis of microsatellite and SNP markers to more efficient next-generation sequencing protocols for the MiSeq instrument. Optimize use of GT-seq for bycatch analyses and begin using GT-seq as primary means of bycatch analysis.� Optimize eDNA metabarcoding to estimate species diversity in key areas, from small nearshore locations to large marine ecosystems.� Optimize RAD-seq for many applications, including species identification and population structure.� Be prepared for future projects that are likely to arise, possibly requiring analyses with longer amplicons. Only one source is capable to currently to support our requirements.� Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The next-generation DNA sequencing supplies must be compatible with the MiSeq instrument in our laboratory. The only source for these supplies is from Illumina, Inc., the manufacturer of the MiSeq instrument. Other - Only one source is capable because Illumina, Inc. is the only company that provides supplies for the MiSeq instrument, a highly specialized scientific platform used in our genetics laboratory to sequence DNA. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
