- Synopsis: Notice of Intent to Award a Sole-Source Contract � Announcement Number: 1305M2-21-Q-01278 Project Title: Mobile Home Trailer Removal Neah Bay, WA The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with the Makah Tribe, for the removal and recycling of a single-wide field trailer (14x66�) on the Makah Reservation (and US Coast Guard Base) in Neah Bay, WA. This contract will support NOAA�s National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS). The North American Industry Classification Code (NAICS) for this acquisition is 562910, Site Remediation Services, with a business size standard of $22 million. Sole Source Justification Olympic Coast National Marine Sanctuary (OCNMS) maintains a small single-wide field trailer (14x66�). The trailer is owned by OCNMS but is located on the US Coast Guard base in Neah Bay, WA. Neah Bay is a Tribal Reservation and the ancestral home of the Makah Tribe. The COVID-19 pandemic resulted in Neah Bay-Makah Indian Reservation, being closed to all non-Tribal personnel. A black mold problem was identified in 2019, however, because the Makah Reservation has been closed to non-Tribal personnel for over a year, the trailer has not been maintained. Only in late spring of 2021 did OCNMS personnel receive special permissions to enter the Makah Reservation and inspect the trailer. Upon inspection, it was noted that not only has the black mold problem in the interior gotten much worse, the exterior has become dilapidated as well. A winter storm has deteriorated roof shingles, skirting/flashing under the trailer has broken, and rotted wooden stairs have been removed. The Makah Tribe has agreed to allow for the removal of the trailer, but as the Reservation is still closed, the Tribe has reserved the right to choose who has access to their lands in order to remove the trailer. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities. However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to natasha.thieman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EDT on August 12, 2021. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Offers received after the date and time specified in this solicitation may be excluded from consideration.
