Description
NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland intends to issue an Invitation for International Bidding (IFIB) for the scenario production for Steadfast Pyramid/Pinnacle Exercises. Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO ICB, 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government, and 4) have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. In addition, contractor personnel performing services under the contract must be citizens of a NATO nation, have�appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance. The reference for the IFIB is IFIB-ACT-JFTC-21-94 and all correspondence regarding the IFIB should include that reference.� This is a Firm Fixed Price Deliverables Contract. Partial Bidding is not authorized. REQUIREMENT Steadfast Pyramid and Pinnacle (STPYPI) Exercises are designed to further develop the abilities of senior officers, who have been selected to assume command or staff appointments within NATO Command Structure (NCS) and the NATO Force Structure (NFS), to lead the planning and conduct of operations. JFTC is seeking to fulfill its requirement for Exercise Scenario Production including Development, Sustainment, and Execution through a Scenario Deliverable Support Contract (CDSC). The Contractor will be required to support JFTC's goal of producing and sustaining exercise scenario to support Steadfast Pyramid/Pinnacle Exercises for years 2022-2026. In addition to the above, the Contractor's personnel will participate in the execution of exercises and shall create, refine, update, or alter scenario products through a collaborative process in response to direction and guidance and/or feedback as appropriate. BECOMING ELIGIBLE TO BID��� NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/e-mail of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the contract. �DOC will transmit the DOE to the NATO contracting agency.� IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 07 September 2021 JFTC issues IFIB (planned): 10 September 2021 JFTC will directly mail this IFIB to all firms that have been issued a DOE. IFIB documents will also be posted on the JFTC Internet site: http://www.jftc.nato.int/organization/contracting Bid closing (planned): 03 November 2021 Period of Performance: 01 January - 31 December 2022 with four option periods: 01 January - 31 December 2023, 2024, 2025, and 2026.
