- COMBINED SYNOPSIS/SOLICITATION Joint Base San Antonio (JBSA) � Randolph, TX � Air Force Work Interest Navigator 28 July 2021 NOTICE TO OFFERORS:� Funds are not presently available for this effort. No award will be made under this solicitation until funds are available.� The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals.� In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offer for any cost. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Acquisition for Commercial Items, as supplemented with additional information included in the notice and attachments.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA300221R0017 is issued as a Request for Proposal (RFP) in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.� The solicitation documents and incorporated provisions and clauses are those in effect through The Federal Acquisition Circular 2021-03, effective Oct 2021.� This solicitation is issued as a competitive 100% Small Business Set Aside.� The applicable NAICS Code is 541511, Custom Computer Programming Services, the size standard is $30 Million. Contract Line Items: PERIOD OF PERFORMANCE: 27 Sep 2021 thru 26 Sep 2022 ����������������������������������������������������������������������������������������������������������������������� Unit of CLIN�� Description���������������������������������������������������� ��� Estimated Qty�������� Measurement� 0001��� Information Technology Services IAW the Performance Work Statement (PWS)�������������� 12� � � � � � � � � � � � � � �Months Description of services to be acquired: The Air Force Work Interest Navigator (AF-WIN), hosted under contract on Airforce.com by Air Force Recruiting Service (AFRS), is an enlisted vocational interest tool used to identify good-fit enlisted career fields for new recruits and existing re-training Airmen. During the 10-15 minute survey users provide interest ratings on items spanning Air Force functional communities (how jobs contribute to the mission), job contexts (where/how the job takes place), and generalized work activities (activities performed the job). The survey then calculates person-job fit scores for enlisted jobs based on similarity between the job and user�s interests. Rank-ordered results are then presented to the user with job-related profile information, filters based on job requirements (e.g., ASVAB), links to Airforce.com, and the opportunity to contact a recruiter. The purpose of this contract is to streamline and improve the efficiency of updates and revisions of survey content to be delivered to the AFRS AF-WIN program managers (and does NOT involve interaction with any IT platform(s) hosted by Air Force Recruiting Service). Updates and revisions to AF-WIN survey content are typically in response to bi-annual changes to the Air Force Enlisted Classification Directory (AFECD), changes in Air Force occupational structure and requirements, and the ever-changing nature of Air Force jobs. As such, timely updates to impacted AF-WIN survey content is critical to presenting new Air Force recruits and existing Air Force re-trainees with relevant, accurate, and informative content about good-fit Air Force jobs. Historically, updates and revisions have been an additional (non-core) duty of one Strategic Research and Assessment (DSYX) branch staff averaging 160 man-hours per year. Approximately 5-10% of AFSCs require changes/updates in AF-WIN content every 6 months. Current methods for updating and storing AF-WIN changes are managed via Microsoft Excel spreadsheets, basic file folders, and Microsoft Word-based content update logs.� All other requirements as defined in this Performance Work Statement.� Period of Performance: 27 Sep 2021 thru 26 Sep 2022 with no option periods.� Delivery and acceptance of services will take place at the HQ AFPC, JBSA-Randolph. FOB Point: Destination The Government intends to award one Firm Fixed Price contract for this competitive Small Business Set-Aside service acquisition. Award will be made to the technically acceptable Offeror with lowest evaluated price who is deemed responsible in accordance with FAR 9.104 and whose proposal conforms to the solicitation requirements.� The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by this solicitation.� Unless specifically identified in your proposal, by submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors.. The Offeror shall submit a technical approach demonstrating the Offeror�s ability to comprehend and meet the requirements in the PWS. Technical acceptability will be based on the Offeror�s ability to demonstrate an acceptable approach for meeting requirements in PWS paragraphs 1.1, Description of Services. �At a minimum, the following items will be reviewed in the technical evaluation: 1: Technical expertise in SAS/R (emphasis on tasks 2 and 3) ��������������� A. Database management and processing experience ������������ ���B. Text analysis/extraction from typed documents (PDF/Word) 2: Digital image collection and organization (emphasis on task 1) ��������������� A. Image manipulation and processing skills ��������������� B. Existing access to DoD image repositories ��������������� C. Photography experience 3: Psychometric expertise (emphasis on task 1) ��������������� A. Test/survey item development ��������������� B. Image-based item development The Government intends to review past performance using Contract Performance Assessment Rating System, Past Performance Information Retrieval System, Sam.gov, and other data independently obtained from other government and commercial sources.� Offerors shall complete Attachment 2, Price Spreadsheet. Offerors are required to fill in the unit price for all CLINs, otherwise the quote will be considered unacceptable and ineligible for award. Unit prices must be rounded to whole dollar amounts. Do not alter the spreadsheet; only fill in the unit price for each CLIN. Pricing shall be provided using only Attachment 2, Price Proposal Spreadsheet. The provisions at FAR 52.212-1, Instructions to Offerors - Commercial Items, and FAR 52.212-2, Evaluation - Commercial Items, and addendums apply to this acquisition.� Offerors are required to include in their proposal a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and addendum applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, (DEVIATION 2018-O0021) (Oct 2018) applies to this acquisition. This solicitation includes FAR Provisions 52.204-24, 52.204-26 and Clause 52.204-25.� Carefully read and complete the fill-ins for Provision 52.204-24, paragraphs (d)(1) and (d)(2) and provide a disclosure at (e)(1) if applicable.� The Offeror will provide a disclosure as part of their proposal if the Offeror has responded �will� in their representation in paragraph (d)(1).� In addition carefully read and complete the fill-in for Provision 52.204-26, paragraph (c).� Provisions and Clauses can be found in Attachment 3.
