- The purpose of this amendment is to incorporate the following changes: 1.) Attach Technical Questions and Answers. Questions/Answers Q: We would like either the model number or type (50/51, overcurrent, differential, under-voltage, etc.) of electromechanical relays, quantity 24. If they are standard overcurrent, or ground relays that is fine, however, if they are not these, then we need to know what they are, because the testing time will increase. A: We have 53 s not 50/51 See picture below: Q: Can you tell us if there any drawings or one lines for the existing 15kV SWGR? A: Yes, there are drawings in the building. They are old style blueprints and cannot be removed from the building. Q: What are the requirements for Infection Control Risk Assessment? The contractor must comply with the requirements for Type C/Class II (Lowest Risk) Infection Control Risk Assessment (ICRA) A: This clause will always be enclosed in a contract in case the contractor has to go into a patient care building. Q: Can we get clarification on the following requirement? There was a number of people attending the site walk and there were no COVID restrictions at that time. Contractor personnel will bid by all federal codes and regulations of COVID-19 while working on the government premises. A: If the contractor is working in a patient care building, they will have to a COVID test. Q: Need verification that we will not be required to provide generator power during the outages. The questions was brought up during the site walk and the VA rep. indicated that this would not be required. Contractor will need to provide temporary during shuts downs to patient care buildings if power is turned off to those buildings during the performance of work. A: The contractor will not need temporary; the VA has backup generator power for buildings that are down. Q: Warranty Period need clarification on what the VA requirement is for warranty on this older equipment? Is this statement in there in the case we provide some new or replacement? Contractor must provide one (1) year warranty on parts and labor. A: The government requires a warranty period on all services perform if something goes wrong after the completion of the project. That is why we ask for deficiency report after to clarify any issues and fix them right then. Q: Would like to know if the VA can schedule back to back outages, for instance can they schedule an outage on 2 circuits on a Thursday night, 2 other circuits on Friday night and a full outage Saturday during the day. A: We can look at scheduling back to back outages starting Wednesday night 2 circuits Thursday night 2 circuits, and the full outage Saturday night. We would need a 2-week head notice for leadership to be informed, fill all generators, and obtain spot coolers for patient building. The main reason if something goes wrong, we can still go to parts warehouse to get stuff if needed.
