Description
This is a sole source pre-solicitation notice for a service for the MERLIN Aircraft Bird-strike Avoidance Radar System. The following is the scope of work: Overview: Contractor to provide non-personal services including all personnel, labor, tools, parts, materials, supervision, Personal Protective Equipment (PPE), transportation, and any other items necessary to provide maintenance and repairs, as needed, �to maintain the Merlin XS2530 Aircraft Birdstrike Avoidance Radar system installed at Beale AFB, CA 95903, and to ensure that the original manufacturer�s warranty remains valid. Merlin Aircraft Birdstrike Avoidance Radar (the �System� or �Radar�) has been supported by the manufacturer DeTect, Inc. to date under the original system warranty. This Statement of Work (SOW) extends the original Manufacturer�s Warranty and provides warranty support for a period of up to 5 years (original award of one year, as well as four one-year option periods to be exercised at the discretion of the Government). � Warranty extension will include all costs for labor, materials, travel, and all other costs for system preventive maintenance and calibration, 24-7 telephone and internet technical support, remote system monitoring (via MERLIN FileWatcher� if the system is connected to the Internet), MERLIN operating system software upgrades and maintenance, and repair or replacement of any failed parts or components covered during the plan period. Contractor Services to be Provided: The Contractor will provide service, maintenance and repair of the System as follows: The Contractor will conduct two (2) site visits per year to provide maintenance and calibration for the system. Maintenance includes system checks, installation of software upgrades, defective or failed component replacement or repair, and performance testing. Contractor will coordinate site visits with the Government point of contact (POC). Regular service hours to be provided Monday through Friday from 0800 / 8:00 a.m. to 1700 / 5:00 p.m., except for Federal holidays. The Contractor will respond to requested call-outs within 48 hours of being notified by the Government POC that system failure has occurred. Contractor will provide on-site repair and/or replacement of any components that fail within the warranty term, excluding wear parts. Contractor will repair or replace system components deemed defective due to manufacture or workmanship error. Contractor will repair or replace such components with new or remanufactured components within the Manufacturer�s design parameters, in order to maintain system operability. Provide standard data analysis, processing and reporting to include periodic reporting (daily, monthly and yearly). Provide, install and configure MERLIN operating system software updates as released. Responsibilities of the Government: The Government POC will notify the Contractor of system failures or defects within a reasonable and timely manner, preferably within 4-8 hours of system failure. If on-site service is required to correct the failure the POC will make arrangements for the Contractor to access the system as soon as is practicable. Upon such notification, Government personnel will work with the Contractor Technical Support staff by telephone or email to assist the Contractor in diagnosing the cause of the failure. The Government will follow routine maintenance procedures to include refueling the unit generator and changing generator oil, as recommended by manufacturer specifications. The Government will ensure that the System is maintained in good, clean condition in accordance with the System Operations & Maintenance Manual. The Government will follow the Manufacturer�s guidance and instructions regarding Merlin system operations, storage, transport, and routine and corrective maintenance actions. The Government agrees not to install any third party software on any System computers covered under this plan unless pre-approved by the manufacturer. The Government will not otherwise modify any software or computer internal settings such as the basic input/output system (BIOS) or other configuration files unless pre-approved by the manufacturer. Covered Equipment & Components:������������������������������������������ The equipment covered by this SOW includes the Merlin XS2530 system installed and currently operating at USAF Beale AFB, CA along with any upgrades to the system made by DeTect since the original delivery date and includes: The System hardware as originally supplied by DeTect along with any DeTect-supplied upgrades or modifications made to the System. The Merlin System operating software and any upgrades and/or add-on functionality supplied by DeTect. This warranty shall not cover Government supplied or installed components, base infrastructures (such as concrete pads), ancillary systems (such as base fiber lines), and System wear parts that are limited to the backup on-board generator unit, and associated fuel, oil, and oil filters for the generator. Should repair/replacement of non-warrantied items be required, the Contractor will obtain verification from the GOVERNMENT CONTRACTING OFFICER that funds are available for repair/replacement PRIOR TO CONTRACTOR BEGINNING WORK. The contract MUST be modified to add estimated costs PRIOR TO CONTRACTOR BEGINNING WORK for non-warrantied repair/replacement items. Failure to obtain appropriate approvals from the CONTRACTING OFFICER for non-warrantied items will result in an unauthorized commitment for which the Government is not responsible to compensate the Contractor, even if the Contractor was instructed to complete work by Government personnel other than the Contracting Officer; the Contracting Officer is the ONLY person authorized to commit the Government to additional services beyond the scope of this warranty.
