- Description
- The mission of the Federal Bureau of Prisons (Bureau) is to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens. The Bureau has 122 prisons of various security levels, 6 regional offices, a headquarters, 2 staff training centers, and 24 residential reentry management offices. The Bureau is a leader in correctional excellence and is consistently recognized as an outstanding government agency. The First Step Act, Sec. 606 requires the Bureau to incorporate into staff training procedures information on how to, �(1) de-escalate encounters between a law enforcement officer�and a civilian or a prisoner,� and, �(2) identify and appropriately respond to incidents that involve the unique needs of individuals who have a mental illness or cognitive deficit.� The BOP requires a contractor to design, develop and maintain an agency-wide Community Reentry Network (CRN)�an electronic informational clearinghouse of faith-based organizations for reentry referrals and mentoring support for inmates upon their release.� The Contractor would be responsible for locating resources, confirming the resources can meet ex-offenders needs, and entering information into the clearinghouse.� This vetting process would include evaluating and verifying all information entered in the clearinghouse, and ensuring all information is correct, current and viable to meet ex-offenders� needs at their release destination. The Contractor will be required to perform the following contract service of one (1) base year with four (4) option years, depending on FSA funding for additional years.The BOP anticipates the overall engagement of this contract to begin before the end of Fiscal Year September 30, 2021. The services shall be in accordance with the Statement of Work. The request for quotation will be available on or about August 12, 2021 and will be distributed solely through the General Services Administration�s beta.sam.gov.� Hard copies of the quotation will not be available.� The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about September 1, 2021 at�1 pm ET.� The BOP anticipates awarding a firm-fixed price contract.� All responsible business concerns may submit a quote which will be considered by this agency.
