- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires commercial sources for the procurement of Charter Aircraft Services in support of aerial mapping of multiple locations within the New England area for the development, testing and operation of aerial mapping technology. ERDC-CRREL intends to establish Master Blanket Purchase Agreement (BPAs) in order to facilitate the procurement of these services. This procurement is 100% set-a-side for small business concerns under the North American Industry Classification System (NAICS) 481211 � Nonscheduled Chartered Passenger Air Transports A BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing �charge accounts� with qualified sources of supply. Pursuant to Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements (BPAs), the Contractor agrees to the identified terms and conditions for a BPA to provide the required air charter services exclusively for the U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC).��If and when requested, the Contractor shall provide air charter services in accordance with the specific requirements for the individual Order. Performance Specifications: �The primary aspect of this requirement is to install a mapping system onto a Robinson Raven II and fly over areas of interest (AOI)s capturing high-resolution topographic data of the New England areas which may include, but are not limited to: Provide a Robinson R44 Raven II helicopter with Meeker Aviation utility mount faceplate (part number AF-R44-001) already installed. Provide helicopter mechanic support for the installation of aerial mapping external components, including:� Meeker Aviation utility mount:� GNSS antenna tail mount and cabling� Simplex Top Loader II aerial mapping pod� Power cable connection to aircraft battery� Provide pilot(s) with previous experience conducting aerial survey work using the Robinson R44 Raven II aircraft.� Pilot(s) capable of following in-flight guidance from aerial mapping system and Flight Management System prompts.� Ability to land the helicopter in safe, remote locations for the temporary installation of base station systems and adjustments to aerial mapping system equipment.� Access to the R44 Raven II nose vent for power and communication cable pass through from aerial mapping system to interior of aircraft.� Access to the rear starboard side door vent for pass through of GNSS antenna and power cable.� Ability to install aerial mapping system hardware inside the aircraft, including power supply module, network switch, acquisition laptop, flight management system and Pilot�s Display tablet.� Ability to install Flight Management System (FMS) equipment onto the horizontal rails directly aft of the front seats.� Ability to install the FMS Pilot�s Display (tablet) onto the front windscreen vertical support utilizing an aircraft specific connection�bracket. Access to 28VDC power supply connection directly to the aircraft battery. Support for the installation and removal of the aerial mapping system and interior hardware during each flight period. Provide ability to move the aircraft into and out of the aircraft hangar without the removal or disruption of the aerial mapping system installed on the aircraft. Note: The Simplex Top Loader II pod and the Meeker utility mount can interfere with typical moving procedures for the Robinson R44 Raven II� Work with RS/GIS CX to schedule aerial survey flights as weather and scheduling conditions develop through 2021-2024. Ensure the aircraft has scheduled maintenance completed prior to the start of each data acquisition campaign, or a maintenance�plan in place as to not interrupt the survey period.� Interested vendors need only provide a response (letter format) which verifies the company�s interest in providing the needed services and confirmation that they are capable of providing the requested services within the guidelines identified in the BPA solicitation. Review the attached BPA solicitation for all performance requirements, terms and conditions.
