- Description
- This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone certified at time of award. The project consists of one line item. Line Item One: The work specified herein consists of furnishing all labor, equipment, tools, appliances, transportation, and materials required to remove 95% of the rubber buildup from 100% of designated area on the Youngstown ARS Assault (asphalt covered) Runway. The rubber removal is to be completed without damage to the pavement surface, joints, and joint and crack seals, or any other government property. Destruction of any runway or other pavement markings as a result of the rubber removal process will be restored, repainted as necessary. All LZ Markings, Controlled Apron and Non-Controlled Apron Markings shall be repainted as per specifications and as shown on plans dated 17 Apr 2021. Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $100,000 and $250,000. Total contract performance period is 90 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 237310; the Size Standard is $36.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from https://sam.gov and should be available on or about 14 July 2021. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on 17 August 2021 at 10:00am EDT and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the sam.gov website. Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 237310. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://sam.gov. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on 28 July 2021. See Attachment 6 for site visit requirements.� All responsible sources may submit a proposal which shall be considered by the Air Force Reserves.� ADDITIONAL INFORMATION FOR SITE VISIT DUE TO COVID-19 RESTRICTIONS: All attendees must adhere to the current requirements for base access due to COVID-19 which include: Unvaccinated individuals must wear a facemask when on base, vaccinated individuals (14 days post full vaccination) may choose not to wear facemask while on base, do not invade an individual�s 6 feet of personal space, and follow CDC guidance on hygiene and sanitation.
