Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number is 12405B21Q0103 and is issued as a request for quotation (RFQ). The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing. This solicitation document incorporates those provision and clauses in effect through Federal Acquisition Circular 2021-06. The requirement is for an automated positive displacement non-contact reagent dispenser for high-speed liquid dispensing across 96, 384, and 1536-well plates. This instrument will be used for normalizing sample DNA and repeat dispensing of reagents for miniaturized next generation sequencing libraries in conjunction with the Plant Science Research Units genetic investigation of complex traits of plants. And an automated high speed multichannel positive displacement liquid handling instrument capable of aspirating and dispensing sub-microliter (L) volumes of liquids from 96, 384, and 1536-well microplates. This instrument will be used for preparing miniaturized next generation sequencing libraries in conjunction with the Plant Science Research Units genetic investigation of complex traits of plants. Automated Positive Displacement Non-contact Reagent Dispenser Requirements: 1: Instrument must utilize true positive displacement disposable syringes for precise non-contact repeat pipetting of liquids across a volume range of 0.2 l & 4.0 mL with an accuracy of +/- 5% and CVs of <5% at 1l. 2: Instrument must possess a minimum of 6 dispensing heads to enable the dispensing of a minimum of 6 different reagents across a plate without having to change syringes. 3: Instrument must have independent stepping motors driving each head to eliminate pressure gradients or channel-to-channel variability that requires frequent calibration. 4: Instrument must be liquid class neutral, enabling accurate aspirating and positive displacement dispensing of liquids with widely divergent physical properties including alcohols, SPRI beads, glycerol, DMSO and aqueous solutions using the same liquid transfer settings. 5: Instrument must be capable of using working volumes as low as 130 L, and require no more than 30 L of reagent dead volume. Instrument must possess an automated mechanism for recovering unused reagent. 6: Instrument must be capable of accurately bulk filling a 384-well plate in < 30 sec or a 1536-well plate < 90 sec. 7: Instrument must be compatible with most SBS microplates with well densities from 96 to 1536 and up to half height (0.5mL) deep well blocks 8: Instrument should easily fit on a standard laboratory bench requiring a space no wider than 40 inches with a depth of less than 18 inches. 9: Instrument must include a laptop computer with installed application software. Capability to transfer software to other computers so that off-line design of experiments can be performed while the instrument is in use by others. 10: Required consumables & supplies: 100 Sterilized positive displacement dispensing syringes, 50 reagent reservoirs, 50 low dead volume reagent reservoirs, and two (2) low dead volume reservoir cold blocks. 11: Required Training: Operator training for up to 4 people at installation. 12: Price must also include delivery to Raleigh, NC and manufacturers 1-year warranty. Acceptable models would include: DragonFly Discovery 6-head Instrument Automated High-speed Multichannel Positive Displacement Liquid Handling Instrument Requirements: 1: Instrument must utilize true positive displacement disposable-tip technology for precise, repeatable, and accurate pipetting of sub-microliter (L) volumes of liquids and the capability of aspirating multiple source liquids or samples without the use of an air gap or system liquid. 2: Instrument must have an extremely accurate and precise pipetting of volumes between 500nL 5l within +/- 5% and CVs of <5% on average throughout volume range. 3: Instrument must have multichannel aspirating and dispensing capability with a minimum of eight available channels to insure rapid dispensing of liquids across 384 and 1536-well plates. 4: Instrument must utilize sterile disposable positive displacement tips to eliminate cross contamination of samples. 5: Instrument must be liquid class neutral, enabling accurate aspirating and dispensing of liquids with widely divergent physical properties including alcohols, SPRI beads, glycerol, DMSO, and aqueous solutions using the same liquid transfer settings. 6: Instrument must have the ability to aspirate from and dispense into any standard SBS format plate from 96, 384 or 1536 wells and any plate material, color and well shape should be compatible for both source and destination plates. 7: Instrument must have the ability to perform mixing on aspirate or dispense moves. 8: Instrument must possess sufficient deck space to accommodate a minimum of five 96, 384 or 1536-well plates. 9: Instrument must function within specification in a 4C cold room for temperature sensitive experiments. 10: Instrument should easily fit on a standard laboratory bench requiring a space no wider than 40 inches with a Height x Width x Depth of 28 inches x 16 inches x 20 inches and with a max travel distance of the deck being 60 inches and weigh less than 112 lbs. 11: Instrument must include a laptop computer with installed application software. Capability to transfer software to other computers so that off-line design of experiments can be performed while the instrument is in use by others. 12: Required consumables & supplies: positive displacement pipettes (~25K), a 384-well PCR plate cooling block, and a 384-well PCR Plate Magnetic Bead Clean-up block for use with the SPRI beads. 13: Required Training: 1) Operator training for up to 4-6 people at installation. 2) Software application training (inclusive of labor, travel & expenses or in a virtual format) for 2 lab technicians for setting up site specific protocols after delivery & installation. 14: Price must also include delivery to Raleigh, NC and manufacturers 1 year warranty. Acceptable models would include: Mosquito HV 5-position deck (500nL-5L) Instrument Any quotes not meeting the minimum specifications will not be considered. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, discounts for trade-ins, total price and valid for at least 60 days after receipt of quote; and 2) FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS; The Representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.
