- This is not a request for proposal. We are seeking sources that can satisfy a follow-on requirement for Bay Area Housing and Grounds Maintenance at Base Alameda, Tracen Petaluma, Novato, and Yerba Buena, Northern California. The existing contract, awarded under HSCG84-17-C-PCZ006 ends 31 March 2022. The period of performance for the new contract is anticipated to be 1 April 2022 through 31 March 2027. The following acquisition is anticipated to be an IDIQ contract containing all fixed price line items. The North American Industrial Classification Code (NAICS) is 561210 - Facilities Support Services applies with a size standard of $41.5 Million. The requirements of the Service Contract Labor Standard and Construction Wage Rate Requirements apply. More definite information concerning the site visit and pre-proposal conference will be included in the solicitation which is anticipated to be released in late winter of 2022.� The following is some background information on this requirement. The Bay Area housing and grounds maintenance services will require a contractor to provide personnel, equipment, tools, materials, supplies, transportation, management, supervision, and other items and services necessary to perform said requirement. This includes the maintenance and repair of Military Family Housing (MFH), Representational Facilities (REPFAC), Unaccompanied Personnel Housing (UPH) units, Guest Housing in Novato, associated real property, common areas, equipment, systems, and household appliances. The scope includes grounds maintenance for the entire housing area and janitorial services at the Alameda Housing Office. The scope also includes management of all services to ensure use of competent personnel, and timely and accurate completion of all work to provide clean, safe and habitable units. All work shall be performed in accordance with Means Facility Maintenance Standards where applicable, manufacturer�s recommendations, national codes (Electric Code, Plumbing Code, International Residential Code (IRC), etc.), Industry Standards (American Concrete Institute, Carpet and Rug Institute, Gypsum Association, etc.), and applicable Federal, State, and Local rules and regulations, and standard commercial practice unless otherwise specified herein. Military housing maintenance applies to, but is not limited to, all of the housing units, garages, playgrounds, grounds maintenance, office janitorial, utility infrastructure, the housing office and other miscellaneous buildings, atonements, driveways, and sidewalks. All Spanish style housing in Novato and Quarters A at YBI are listed on the national Historic Register and must be maintained up to original standard. Telephone responses will NOT be accepted. The solicitation will be released at the SAM.gov website at a future date. �Interested parties should register on SAM.gov. This notice is for market research purposes only and does not constitute a Request For Proposal; and it is not considered to be a commitment by the Government nor will the Government pay for information solicited. The Government reserves the right to consider a small business, 8(a) or any other set-aside arrangement as deemed appropriate for this procurement. No basis for claim against the Government shall arise as a result from a response.
