- REQUEST FOR INFORMATION THIS IS NOT A SOLICITATION. This is a Request for Information (RFI) only and is issued in accordance with Federal Acquisition Regulation (FAR) 10 Market Research, to conduct market research. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Request for Information is issued solely for information and planning purposes and does not constitute a solicitation or guarantee to issue a solicitation in the future. This Request for Information does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this Request for Information does not preclude participation in any future solicitation, if issued. This announcement is based on the best information available at this time and is subject to future modification. The North American Industry Classification System (NAICS) Code is 541430 Graphic Design Services Small Business Size Standard - $8 Million Product Service Code is T099 Photo/Map/Print/Publication Purpose and Objectives This Request for Information is issued by VISN 10, Network Contracting Office (NCO) 10 located in Dayton, OH for the purpose of collecting information about an Interactive Map Wayfinding System (including website/mobile access) with annual maintenance/updates for the Battle Creek VA Medical Center. The VA is seeking a contractor to provide for this requirement as soon as practical upon award with installation no later than 6 months after the award date. A draft copy of the SOW is attached. Place of Performance: Department of Veterans Affairs Battle Creek VA Medical Center 5500 Armstrong Road Battle Creek, MI 49037 Responses: Please submit your response in accordance with the following instructions: a) Responses shall be no more than 5 pages in length. b) Responses are due by 8/2/2021 at 4:00 PM EDT. c) Responses shall be submitted via email. d) Emails cannot exceed 10 mb. e) Subject line of the Email shall include this Request for Information Number Firm Name Battle Creek Interactive Wayfinding. f) If your response contains proprietary information you will place Proprietary Information in front of the Request for Information Number. g) No marketing materials are allowed as part of this Request for Information. The Government will not review any other information or attachments included in your submission that is not listed herein or exceeds the 5-page limitation. h) Contractors Federal Supply Schedule Contract that carries the desired services i) If you do not have a Federal Supply Schedule contract, you shall state open market. j) Provide the Schedule k) Provide your GSA/FSS Contract Number l) Provide the SIN for the design, creation and installation of the Interactive Wayfinding System. m) Provide the SIN for the annual maintenance/updates to the system once installed. n) If any of the items are not on your GSA/FSS contract you will mark which items are open market. All prospective Contractors are reminded that in accordance with FAR 4.11 they shall be registered in the System for Award Management (SAM) database and shall complete annual Representations and Certifications in SAM prior to any offer. Period of Performance h) Contractor shall include any relevant comments about the attachments, if applicable. i) Contractor shall provide a public price list/contract price list for the services described herein. j) Contractor shall provide a detailed response to include your firm s ability, capability, and responsibility to deliver the services presented in this Request for Information. k) Contractor shall provide if they plan to sub-contract all or part of the work, and to what firm. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
