Description
This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 325412 Pharmaceutical Preparation Manufacturing with a size standard 1,250 employees. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) is seeking to identify any vendor capable of providing Radiopharmaceuticals at two (2) separate locations for the healthcare of our Veterans and eligible beneficiaries of the Department of Veterans Affairs, Gulf Coast Veteran Health Care System (GCVHCS), 400 Veterans Avenue, Biloxi, MS 39531. The contractor shall provide medical radioisotopes from Low Enriched Uranium (LEU) (a Non-High Enriched Uranium) and High Enriched Uranium (HEU) sources for two locations within GCVHCS: Gulf Coast Veterans Health Care System 400 Veterans Avenue Nuclear Medicine Section, Bldg. 3, Room 2D114, Hot Lab Biloxi, MS 39531 Joint Ambulatory Care Center -JACC 790 Veterans Way Nuclear Medicine Section second floor Room 2C106 Hot Lab Pensacola, FL 32507 GCVHCS Nuclear Medicine Department uses small amounts of radiopharmaceuticals to help diagnose and treat a variety of medical conditions. The Technetium product radiopharmaceuticals (Tc99m and TC04) are the isotopes used in the majority of nuclear medicine procedures. Emergent and short notice additional studies require a timely response well before the dose has degraded too much to be of clinical use. Tc99m and TC04 has a half-life of 6 hours. A half-life is defined as the time taken for the radioactivity of a specified isotope to fall to half its original value. Based on the mission of the Nuclear Medicine Department, the following required features of this requirement is: 1. The isotope must be hand delivered to the respective Nuclear Medicine Department within 120 minutes of a telephonic order. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). 6. Distributors: You must provide proof that your firm is an authorized distributor of the product. The VA does not accept grey market items. Grey/gray market also known as a parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer. Interested vendor should submit an email to troy.davis@va.gov. All responses must be received in writing no later than 12:00 PM CST on August 3, 2021. Questions or inquiries will not be answered or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
