Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify qualified sources capable of producing the Mortar (PA162, PA167, PA175, and PA189) Fiber Containers. The purpose of this market survey is to obtain current information on the capability of Small Businesses to provide the Mortar (PA162, PA167, PA175, and PA189) Fiber Containers to the warfighter for FY22-FY27 military requirements. It is the intent of OPM-CAS to use Sealed Bidding in awarding this requirement.� Item Description:� The following item description describes the Fiber Containers in sufficient detail to respond to this sources sought notice. The PA162 81mm Mortar and PA167 120mm Mortar Fiber Containers are spirally wound fiber tubes with a telescoping cover and a crimped metal end. The windings of the fiber tubes consist of layers of kraft paper and polyolefin material. The PA167 outer dimensions are 5.43 inch diameter x 30.46 inch length, and the PA162 outer dimensions are 4.0 inch diameter x 27.06 inch length. The PA167 has an injection molded internal plastic support while the PA162 has support constructed of a steel ring pressed into a spirally wound fiber tube. The PA175 and PA189 60mm Mortar Fiber Containers are spirally wound fiber tubes with a stamped one-piece metal cover and a crimped metal end. The windings of the fiber tubes consist of layers of kraft paper and polyolefin material. The outer dimensions are 2.69 inch diameter x 17.73 inch length. Both tubes have an injection molded internal plastic support to support the contents. The Technical Data Packages (TDPs) for the listed Mortar Fiber Containers are available upon request pending receipt of all required documents and approval by PM CAS. These TDPs are marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and U.S. DoD contractors. Contractors interested in receiving TDPs for information only are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for the Government's consideration. To be considered as a qualified source for this effort, all interested parties must submit the requested information as follows: a) Provide evidence of capabilities including an ability to produce the Mortar PA162 Fiber Containers at a rate of 12,000 units per month, the Mortar PA167 Fiber Container at a rate of 10,000 units per month, and the Mortar PA175 and PA189 Fiber Containers at a rate of 16,000 per month. b) Provide manufacturing experience and evidence of successful Pre-Award Surveys of the Mortar (PA162, PA167, PA175, and PA189) Fiber Containers or similar products within the past 3 years; c) Description of facilities, equipment, manufacturing process, personnel (numbers, size, experience, specialized skill sets), inspection capability, location, and environmental compliance as it relates to the above technical and production efforts; d) Provide evidence of Quality Assurance and Reliability programs to support this production program and technical services; and e) Provide the company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All contractors interested in this potential future solicitation must be registered in the System of Award Management (www.sam.gov).� This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. The requested information is to be submitted at no cost or obligation to the Government. All submissions are requested to be made within fifteen (15) calendar days from the date of this publication at no cost to the Government by electronic mail to Arian Sommers at arian.r.sommers.civ@mail.mil AND Rene� Prendergast at renee.k.prendergast.civ@mail.mil. The Government will accept written questions regarding this market survey by e-mail ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. If a formal solicitation is generated at a later date, a solicitation notice will be published.� The Government does not intend to award a contract based on this market survey.
